Updated as of May 29, 2018 This action requires helicopter pilots to use the New York North Shore Helicopter Route when operating along the north shore of Long Island, New York. The North Shore Helicopter Route was added to the New York Helicopter Route Chart in 2008 and prior to this action, its use has been voluntary. The purpose of this rule is to protect and enhance public welfare by maximizing utilization of the existing route flown by helicopter traffic one mile off the north shore of Long Island and thereby reducing helicopter overflights and attendant noise disturbance over nearby communities. This rule will lapse in 2 years unless the FAA determines that a permanent rule is merited. Updated as of May 29, 2018 This final rule addresses helicopter air ambulance, commercial helicopter, and general aviation helicopter operations. To address an increase in fatal helicopter air ambulance accidents, the FAA is implementing new operational procedures and additional equipment requirements for helicopter air ambulance operations. This final rule also increases safety for commercial helicopter operations by revising requirements for equipment, pilot testing, and alternate airports. It increases weather minimums for all general aviation helicopter operations. Many of these requirements address National Transportation Safety Board safety recommendations, and are already found in FAA guidance. Today's changes are intended to provide certificate holders and pilots with additional tools and procedures that will aid in preventing accidents. These guidelines are designed to expand upon existing helicopter operational and environmental considerations and to assist FAA air traffic managers and the rotorcraft community in route development, implementation, and maintenance. This is the third in a set of three reports. The two prior reports are: DOT/FAA/RD-90/18, Rotorcraft Terminal ATC Route Standards, and DOT/FAA/RD-90/19, Rotorcraft En Route ATC Route Standards. The recommendations and conclusions from these two reports provide a foundation to enhance the existing Helicopter Route Chart Program.

Resources for study include FAA-H-8083-25, Pilot's Handbook of Aeronautical Knowledge, and FAA-H-8083-1, Weight and Balance Handbook, as these documents contain basic material not duplicated herein. All beginning applicants should refer to FAA-H-8083-25, Pilot's Handbook of Aeronautical Knowledge, for study and basic library reference. It is essential for persons using this handbook to become familiar with and apply the pertinent parts of 14 CFR and the Aeronautical Information Manual (AIM).
