He said I suggest that you ask Congress for an appropriation to pur chase furniture for the building, &c.; and gave it as his opinion that it; would require from five to seven thousand dollars, in addition to the furniture we now have that could be used, to fit up all the rooms. Mr. Frazee is of opinion that a larger sum would be required than I have named, and his judgment probably is better than mine in that mat ter. He thinks none of the old furniture is fit to be used, but I differ in opinion with him on that question. In reply to this letter, Mr. Woodbury, on the 13th of November, (d, ) said that he would be happy to submit the matter to the consideration of the appropriate committee at the meeting of Congress. He required, however, that, in the mean time, Mr. Frazee should furnish the Depart ment with a detailed estimate of the amount of money required for the object stated, to be laid before the committee. Comstock, Deputy Naval Officer and Recording Secretary of the Board of Examiners in the New York Custom House, says As an experiment the competitive examinations have been eminently successful. We have had only local exami ners we have had the benefit of no perfected system we have been hampered in our action; yet the improvements in couse quence of the examinations have astonished us. The new clerks are abler men than those who were appointed under the old regime; they are more ambitious to rise, and their example has acted as a leaven to increase the efficiency of the whole depart ment. The new system has made the officers more efficient and manly, and has raised the moral tone of the whole force. I do not wish it to be inferred that excellent men have not entered the service under the old system but it is certain that the entrance of such men must be regarded as the result of accident. At present there are public servants in the custom-house, with salaries amounting to per annum. Of these, with salaries amounting to are appointed on competi tive examinations. In the remaining are comprised the col lector, deputy collectors, naval officer, deputy naval officers, sur veyor, appraisers, engineers, ushers, laborers, etc. The following is the list of officers who were under the examination rules in October, 1880. As Haviland co. Of New York cannot pay duties on prices above those at which they actually buy their china, and at which their competitors pay their purchases, they can continue to buy from Haviland Co. Of Limoges, only on condition that the latter will cease to sell in Europe. Haviland co. Of Limoges have, therefore, given up their Paris store, and ceased to sell outside of the United States. The Paris expenses of Haviland Co. Of Limoges no longer existing, duties on these expenses can no longer be charged to Haviland co. Of New York. Everybody in our trade and in the Custom House knows that Paris is not a wholesale market for china tableware, and this is proved by the fact that no Paris invoice of a wholesale purchase of such ware has been entered at the Custom House. The only china sold at wholesale in Paris is sold by travelers from Limoges, who stop at an hotel with their trunks Of samples and take orders at the Li moges prices. On the other hand, the Custom House knows that all the invoices of china tableware purchased at wholesale are from Limoges.
