Book excerpt: The industrialization of information resources has been a growing trend across the world in recent years, especially in China, where the information resource industry (IRI) has expanded exponentially for over more than a decade. While analysing the development conditions of China's IRI, this book clearly defines the implications and strategic value of the industry, summarizes basic IRI theories, and clarifies the history of its development and special regional characteristics within the Chinese context. Drawing on the statistics and measurement of various economic indicators of IRI, the authors propose four stages of development: a germination period; an initial development period; a subsequent rapid development period; and lastly, a steady development period. At the same time, the book draws upon various theoretical models such as the “Dynamic Resource Triangle” model, the “Information Resource Industrial Symbiosis” model, the value chain model and the explanation model of information consumption in order to shed light on IRI's elements and the optimization of its management. In addition, the authors present the Information Resource Industry Development Index (IRIDI) to evaluate IRI’s development in different provinces and cities across Mainland China and monitor its dynamics from the point of view of industrial value and the external environment. While the book lays a solid theoretical foundation for the growth of China’s IRI, it will also give international readers a clear picture of China's emerging industries in the current era. As an emerging strategic industry in China, the information resource industry (IRI) has had and will continue to have a growing impact on economic and social development. Focusing on the special characteristics of IRI policies in China, this book provides an in-depth discussion of the major directions, methods, and paths of development for IRI policies via a comprehensive analysis of the structural, organizational, promotional policies and policy instruments of China’s IRI. Concentrating on policy instruments, the book, for the first time, provides a systematic, all-rounded review of China’s IRI policies that have been released to date, and proposes a “China Information Resource Industry Policy Library” comprising six types of IRI policy documents: organizational, information, regulatory, incentives, market, and social. The whole contributes to a comprehensive understanding of the application of various IRI policies in China, and also supports the decision making behind and building of industrial policies.

Book excerpt: Early modern geographers and compilers of travel narratives drew on a lexicon derived from cartography’s seemingly unchanging coordinates to explain human diversity. Sandra Young’s inquiry into the partisan knowledge practices of early modernity brings to light the emergence of the early modern global south. Young proposes a new set of terms with which to understand the racialized imaginary inscribed in the scholarly texts that presented the peoples of the south as objects of an inquiring gaze from the north. Through maps, images and even textual formatting, equivalences were established between ’new’ worlds, many of them long known to European explorers, she argues, in terms that made explicit the divide between ’north’ and ’south.’ This book takes seriously the role of form in shaping meaning and its ideological consequences. Young examines, in turn, the representational methodologies, or ’artes,’ deployed in mapping the ’whole’ world: illustrating, creating charts for navigation, noting down observations, collecting and cataloguing curiosities, reporting events, formatting materials, and editing and translating old sources. By tracking these methodologies in the lines of beauty and evidence on the page, we can see how early modern producers of knowledge were able to attribute alterity to the ’southern climes’ of an increasingly complex world, while securing their own place within it.

ADIs early years coincided with the period when the organization, communication, and retrieval of information began to undergo critical changes. At this time, its appointed members represented the scientific and scholarly elite of the country. ADI offered innovative services that allowed research workers to obtain published information from remote sources and initiated a new channel for distribution of unpublished data. Only in the early 1950s did ADI become a membership organization. Examining this period, Irene Farkas-Conn raises important questions: How did the ADI come about? Did its founding signal the beginning of a new profession? Was it then, or still now, a technology-driven organization? Bringing together her knowledge of organizations, insights gained from interviews with key actors, and analysis of archival collections and private papers, she reconstitutes the emergence of the field as the history of ASIS is covered. Beginning with a detailed survey of the post-World War I period that preceded the creation of ADI covering topics such as the impact of national science, the introduction of microfilm for dissemination of scientific and scholarly information, copywright and documentation in the mid-1930s, she leads up to a discussion of the establishment and early years of the institute. The next sections covering World War II and the post-war period bring out the tie between the organization of wartime research and development and scientific communication, which contributed to the winning of the war. The concept of a Scientific Information Institute that would embrace bibliography, announcement, and distribution of scientific work, which Watson Davis developed in the 30s, was being realized in the postwar period when the cumulated results of wartime research had to be made avaliable to the public under presidential order. The remaining chapters chart international interests, restructuring of the institute, and the role of government and the profession in a changed society. The book includes a selected bibliography embodied in the endnotes and an index.

A.) at their VIIth Congress in London, England in July, 1961, launching the World Design Science Decade. He proposed then that the architectural schools around the world be encouraged by the I. U. A. to invest the next ten years in a continuing problem of how to make the total world's resources which [in 1961] serve only 40% serve 100% of humanity through competent design despite a continuing decrease of metal resources per capita. In essence, The World Design Science Decade series of documents suggests, in great detail, ways in which world architectural schools, and specifically their students, should initiate, and assume The Design Science Decade. The total series includes many of Fuller's most prescient ideas. A note from the series editor, John McHale: "Though the language of some of the texts may seem difficult at first approach, it should be borne in mind that one of our major problems in thinking today [1965] is the use of language systems which still represent a fixed, structurally compartmentalized world view. The terms available to us for the expression of dynamic, rather than static, concepts are far from satisfactory. Fuller's language is particularly representative of the 'transitional state' (of the western world) between the older, traditional, noun-centered culture to its present day, changing, verb-centered culture'. In his search for an adequately descriptive terminology he tends to employ concepts and usages from many different fields juxtaposed in ways which may be unfamiliar to those more customarily restrained within the vocabularies of particular disciplines."
