Book excerpt: At the time this book was published, new towns were cropping up as a matter of public policy in "advanced industrial countries," yet the United States abandoned this project and deemed new towns "inappropriate and impractical for the American situation." The purpose of this book is to inform planners and policy makers around the world about French new towns. It analyzes what French new towns tried to accomplish; the administrative, financial, and political reforms needed to secure implementation of the program; and the achievements of the new towns. The author's evaluation of French new towns is undertaken with an eye to international applicability. Chapter 1 examines the reasons for adopting a policy of new towns in France. Chapter 2 concerns the administrative structure by which new towns are built in France. Chapter 3 concentrates on major economic associations with new towns. Chapter 4 discusses the role of the private sector in the development of new towns. Chapter 5 examines the major accomplishment of the French new towns: the achievement of socially balanced communities. In the United States, new towns have been proposed as a means for integrating low-income families into suburbs that are otherwise closed to them. The French experience demonstrates that socially heterogeneous new communities can be developed, even within the framework of a market system, if a sufficiently high priority is placed on the effort.

Book excerpt: This book is about the role played by architects, engineers and planners in transforming France during the three post-war decades of growing prosperity, a period when modernisation was a central priority of the state, promising a way forward from the shame of defeat in 1940 to a place at the centre of the new Europe. The first part of the book examines the scale of transformation, showing how architecture and urbanism both served the cause of modernisation and shaped the identity of the new France. Mainstream modernism was co-opted to the service of the state, from major public buildings to Gaullist plans for the transformation of Paris to establish the city as the ‘capital’ of Europe. By contrast, the second part of the book explores the critique of state-sponsored modernisation by radical architects from Le Corbusier to the young Turks of the 1960s such as Georges Candilis and the students who attacked the banality of mainstream modernism and its inability to address the growing problems of France’s cities. Following May 1968, the Beaux-Arts was closed, the Grand Prix de Rome, symbol of the old order, abolished – for a while the establishment might continue as before, but progressive architecture was set on a new course. Book excerpt: The book captures the history, as well as the meaning and the value of the on-going partnership between the French state and the Walt Disney Company, remembering that it involved from the start more than a tourism project. It examines how the combined aspirations of the French state and the American Company transformed Val d’Europe as the sole potential location in Europe for the Company’s theme parks while allowing the state to retain its egalitarian ideals. Most critics believed the French state had caved into every demand of the Company. No one ever mentioned profits of the state that it would then invest to support other projects. The first part of the book investigates the encounter between the partners and the reasons why a welfarist state encouraged penetration by a capitalist enterprise, alongside the Company’s reasoning. The second section reveals the continued cooperation between the two entities in the management of the urbanization of Val d’Europe from the opening of the first Park and the start of a new major tourism development, in spite of criticisms and fluctuating attendance in the parks. The third part highlights more recent actions of the partners to create a formidable urban tourism pole that will attract ever more visitors, while still critically examining their effectiveness and sustainability.
