The overall objectives of this study are: (a) to review available information on the U.S. mining industry; (b) to identify critical research and development needs related to the exploration, mining, and processing of coal, minerals, and metals; and (c) to examine the federal contribution to research and development in mining processes.

In some countries specialist design offices were set up and students trained as specialists in mine design and construction. Poland, a country having mining traditions stretching over many centuries, is a good example, and has gained a place in the forefront, not only as a coal producer and exporter, but also as an originator and exporter of technical mining know-how. The author of this book has himself had 25 years of practical experience in mine design, in the supervision of mining investment implementation both at home and abroad, and also in directing the activities of the Chief Mine Design and Studies Office in Poland, plus more than 20 years' teaching experience in the training of mining engineers, in particular as head of the Mine Design Department of the Mining Faculty at the Silesian Polytechnic University in Gliwice. This vast wealth of experience has prompted him to write the present book which discusses the basic problems met with in the design of underground hard-coal mines.The author's primary aim has been to deal with all those questions in mine design which have not yet been answered in mining textbooks and which, from his own personal experience, he considers to be of importance. Accordingly, he presents the general principles governing the design of new mines and the reconstruction of working mines, the development of mining regions, the design of coal-preparation plant, and energy economy in mines. Making use of the broad experience gained by the Polish mining industry in the implementation of mining investment projects, he has quoted several examples of technical and organizational solutions which effectively shorten the mine construction cycle.The book is addressed chiefly to investors and engineers engaged in preparing plans for the development of mining regions, for the construction of new mines, and the reconstruction of existing mines and preparation plants, as well as to students in mining departments of technical schools and universities. Book excerpt: The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 charged the National Institute for Occupational Safety and Health (NIOSH) with expediting the development and commercial availability of new safety technologies for underground coal mining. NIOSH has facilitated the development of numerous new technologies but has observed that the commercialization and widespread adoption of technologies face formidable barriers. This report presents results of a project characterizing barriers to the development, commercialization, and adoption of new technologies for use in underground coal mining in the United States. The authors of this report interviewed representatives of a sample of organizations that have a stake in the U.S. underground coal mining market and held a workshop with selected stakeholders to refine and prioritize the barriers and to identify solutions to them. Through the interviews, the authors identified and characterized 24 barriers falling into three groups (economic, regulatory, and other) and several subgroups within each group. The workshop prioritized barriers according to perceived frequency of occurrence and magnitude of impact. The individual barriers span a variety of specific issues. Most barriers have the effect of dissuading suppliers from developing new technologies, updating existing technologies, or even entering or remaining in the underground coal mining market at all. Solutions proposed in the workshop centered on streamlining the Mine Safety and Health Administration (MSHA) approval process, modernizing MSHA standards, increasing stakeholder interaction in efforts to update mining technology and the associated regulatory regime, and increasing federal support for mining technology.

Book excerpt: Presenting new technologies in underground coal extraction, with special attention to mine galleries support and maintenance, load mechanism of "massif-support system-safety system" systems, analysis of face equipment for thin coal seams mining and substantiation of rational stoping parameters. Advanced surface mining technologies of coal and ore are discussed in an original form, stability calculations of internal dumps and open-cut faces are presented, as well as examination of land surface subsidence using modern methods of calculation experiments. Special attention is given to the complex mining of mineral resources, such as: iron ore, coal deposits with drilling advance degassing wells, methane extraction from coal and anthropogenic deposits, heat receipt from mine water with help of thermal pumps. The unique geological conditions for mining in Poland and the Ukraine require a new technological approach for mining thin and very thin coal seams with thickness of 1 meter and less, using selective coal extraction methods, leaving rock behind in the mine. Relevant technological solutions are discussed in this volume. Further, technological process control during coal seams underground gasification is described together with pressure-temperature conditions of gas hydrates formation from gaseous mixtures of various content. Substantiation is also given to gas hydrates extraction technologies development and 21st century new pulse technologies of well drilling and a temperature mode of a rock-cutting tool and equipment with cryogenic-gravel filters is examined. Gas extraction processes located in flooded deposits with uniform and macroheterogeneous collectors are presented with the description of an effective methodology of two-subbench technology of ore deposits extraction.
