Book excerpt: In November 1997, the United States Army War College joined with the U.S. Southern Command, the Inter-American Defense Board, the National Guard Bureau, and the Latin American Consortium of the University of New Mexico and New Mexico State University to cosponsor a conference entitled .The Role of the Armed Forces in the Americas: Civil-Military Relations for the 21st Century.. The meeting was held from 3 to 6 November in Santa Fé, New Mexico, and was hosted by the New Mexico National Guard. The conference brought together over 150 prominent civilian governmental and military leaders and some of the most noted scholars from throughout the Americas. It was designed to support the Commander-in-Chief, U.S. Southern Command's objectives of strengthening democratic institutions, assisting nations in eliminating threats to their security, supporting economic and social progress, and enhancing military professionalism. In addition, the meeting sought to promote the Army Chief of Staff.s goals of conflict prevention through peacetime engagement, strategic outreach to organizations and institutions outside the Department of Defense, and the enhancement of Active and Reserve component integration. Included in this publication are the papers and speeches delivered at the conference, rapporteurs-synopses of the working group discussions and an analysis, with recommendations, of the implications for civil-military relations and U.S. policy. These presentations, the level and scope of participation, the candor of the dialogue, the outstanding support provided by our cosponsors, and the charming atmosphere of Santa Fé all contributed to making the meeting a success. The U.S. Army War College extends sincere appreciation to General Charles E. Wilhelm, the Commander-in- Chief, U.S. Southern Command, and to Major General John C. Thompson, Chairman of the Inter-American Defense Board, and their staffs for the leadership and financial support that made the conference possible. We also recognize Lieutenant General Edward D. Baca, Chief of the National Guard Bureau; Major General William A. Navas, Jr., Director of the Army National Guard; the Adjutants General of New Mexico and Utah, and their outstanding soldiers who provided the crucial escort, logistical and interpretation support. Book excerpt: Most literature about civil-military relations focuses on civilian control of the military in order to thwart future coup attempts. The debate centers on what factors help or hinder this democratic civilian control of the military. This book departs from the standard civilian versus military debate and posits that cogent defense policy is the product of effective civil-military relations and actually facilitates its consolidation. This book will focus on the consolidation of civil-military relations in Brazil from the standpoint of defense policy. The question of why the Ministry of Defense (MOD) published a national defense strategy (NDS) in 2008 lies in why Brazil established a MOD in 1999, 14 years after its return to democracy. After examining factors such as civilian knowledge, incentives, military prerogatives, and institution-building, one factor emerges as the catalyst for defense policy in contemporary Brazil: executive leadership. Just as the leadership and vision of President Fernando Henrique Cardoso prompted the establishment of the Ministry of Defense in 1999, President Lula da Silva ordered his MOD to publish its first NDS in 2008, legitimizing Brazil's desire to be not only a Latin American power, but also an international powerhouse.

Book excerpt: Brazil transitioned to democracy from an authoritarian military regime just over twenty six years ago, yet is still struggling to subject the military to effective civilian control. This retraces the evolution of civil-military relations through three significant events that have shaped the current state of civil-military relations and complicated defense reforms in Brazil. First, the transition to democracy, a tenuous and complicated task, was further complicated by the death of the president elect thus weakening the position of the newly elected civilian government. Second, the military successfully contested attempts to establish a Ministry of Defense for the first decade of the democracy thus prolonging efforts at reform. Lastly, civilian's apathy and ignorance toward the military, perpetuated by a series of weak and ill prepared Ministers of Defense, further delayed progression beyond the status quo.

Every nation has to come to grips with achieving a more enduring harmony between government, the armed forces, and society if it aspires to strengthen its democracy. While there is an abundance of studies on civil-military affairs, few examine all three of these actors, let alone establish any standards with which to assess whether progress is being made. This ambitious book devises a novel framework equipped with six dimensions, each of which opens a unique window into civil-military affairs, and which form a more integrated view of the subject. Those dimensions are accompanied by a set of benchmarks and metrics that assess progress and compare one country against another. The framework is applied to case studies of Argentina, Brazil, Chile, and Uruguay, with the conviction that insights could be gleaned that may be relevant elsewhere. Ultimately, by unpacking the civil-military relation into its various dimensions, this study has shed light on what it takes to transform what was once a politically-minded military into an organization dedicated to serving a democratic state and society.

Book excerpt: The study of civil-military relations in Latin America produced a rich debate and research agenda prior to 2000. But this agenda was largely abandoned during the past decade as the spectre of military dictatorship has virtually disappeared, with the political role of the military in many countries dramatically diminished. Indeed, in no country that has initiated a process of holding the military accountable to civilian control has the military openly rebelled. Yet, the institutions and public attitudes that guarantee democratic civilian control of the military exist in a general context of political polarisation, citizen insecurity and in many countries a sense of developing ungovernability. The military coup in Honduras (2009), the military response to the police rebellion in Ecuador (2010), and the speculation concerning the Venezuelan military's behaviour in the event that Hugo Chavez is incapacitated or dies (2013), demonstrates the relevance and importance of the civil-military relationship today. In this volume leading scholars from Latin America, the U.S. and Spain debate the ability of contemporary Latin American civil-military relationships to weather these challenges. The authors examine new types of regimes (the rise of participatory democracy), new political orientations (the renaissance of the Left in Latin America), and new missions for the military. Debate centres on the indicators to evaluate the level of consolidation of civilian control, the manner in which these indicators are measured, and the empirical ambiguities that arise. These challenges must be confronted in order to effectively address the question of how much progress has been made in the region in subordinating the military to civilian control, which countries are lagging behind, and why. Book excerpt: In recent decades, several East Asian nations have undergone democratic transitions accompanied by changes in the balance of power between civilian elites and military leaders. These developments have not followed a single pattern: In Thailand, failure to institutionalize civilian control has contributed to the breakdown of democracy; civil-military relations and democracy in the Philippines are in prolonged crisis; and civilian control in Indonesia is yet to be institutionalized. At the same time, South Korea and Taiwan have established civilian supremacy and made great advances in consolidating democracy. These differences can be explained by the interplay of structural environment and civilian political entrepreneurship. In Taiwan, Korea, and Indonesia, strategic action, prioritization, and careful timing helped civilians make the best of their structural opportunities to overcome legacies of military involvement in politics. In Thailand, civilians overestimated their ability to control the military and provoked military intervention. In the Philippines, civilian governments forged a symbiotic relationship with military elites that allowed civilians to survive in office but also protected the military's institutional interests. These differences in the development of civil-military relations had serious repercussions on national security, political stability, and democratic consolidation, helping to explain why South Korea, Taiwan, and, to a lesser degree, Indonesia have experienced successful democratic transformation, while Thailand and the Philippines have failed to establish stable democratic systems.
