Do they fulfill the functions that any stable and effective democracy might expect of them, or are they little more than moribund anachronisms, relics of a past age of political life, now superseded by other mechanisms of linkage between state and society? These are the central questions which this book aims to address through a rigorous comparative analysis of political parties operating in the world's advanced industrial democracies. Drawing on the expertise of an impressive team of internationally known specialists, the book engages systematically with the evidence to show that, while a degree of popular cynicism towards them is often chronic, though rarely acute, parties have adapted and survived as organizations, remodelling themselves to the needs of an era in which patterns of linkage and communication with social groups have been transformed. This has enabled them to remain central to democratic systems, especially in respect of the political functions of governance, recruitment and, albeit more problematically, interest aggregation. On the other hand, the challenges they face in respect of interest articulation, communication and participation have pushed parties into more marginal roles within Western political systems. But paradoxically, it actually widened the income gap, undermining one of the most important objectives of Mao Zedong’s revolution. Nara Dillon traces the origins of the Chinese welfare state from the 1940s through the 1960s, when such inequalities emerged and were institutionalized, to uncover the reasons why the state failed to achieve this goal. Using newly available archival sources, Dillon focuses on the contradictory role played by labor in the development of the Chinese welfare state. At first, the mobilization of labor helped found a welfare state, but soon labor’s privileges turned into obstacles to the expansion of welfare to cover more of the poor. Under the tight economic constraints of the time, small, temporary differences evolved into large, entrenched inequalities. Placing these developments in the context of the globalization of the welfare state, Dillon focuses on the mismatch between welfare policies originally designed for European economies and the very different conditions found in revolutionary China. Because most developing countries faced similar constraints, the Chinese case provides insight into the development of narrow, unequal welfare states across much of the developing world in the postwar period."

Book excerpt: This book assesses the impact and implementation of national qualifications frameworks in sixteen different countries. It presents two major lessons for policy makers thinking of introducing a National Qualifications Framework (NQF). First, that an NQF is only a way of framing existing provision; it cannot on its own, lead to the acquisition of skills or knowledge. Second, as an attempt to standardize learning- something that is only to a limited extent standardizable, NQFs have disadvantages as well as advantages. The research was funded by the International Labour Organization (ILO) and the European Training Foundation (ETF) and, partly as a result of the ILO/ETF Report, the Editors were asked by the World Bank to help them in advising the government of India on introducing a NQF for vocational qualifications. Building on the findings of the report, the editors of this book presented an NQF implementation strategy to the Government of India on behalf of the World Bank. It laid out the steps and stages that would be involved and took account of the earlier experiences of introducing an NQF. Although this strategy was prepared specifically for the Government of India, others who have read it felt it deserved wider circulation. The report has therefore been included in this volume. Since this research was undertaken, the number countries, especially developing countries, implementing or introducing a NQF has continued to increase. This book will be of interest to policy makers and researchers. This book was originally published as a special issue of the Journal of Education and Work.
