This is especially true for the European North, which was and still is as far as we consider the Kola Peninsula for some strategic reasons the most militarised area of the world. This of course had serious influences on the security situation and the security policy of the Western countries. The Northern Countries with Sweden and Finland took the way of neutrality, while Norway and Denmark joined the NATO. Now the old confrontation between West and East disappeared, so that problems relating to this do not exist anymore. But also new problems emerged and some problems only changed their face. This essy gives a brief overview over the security challenges in the European North, it shows some possible reactions to these challenges and tries to value, if the existing Nordic Co-operation can be useful in this.

The book presents the theory of shelter (which is derived from the diverse and extensive literature on small states) and uses it to examine how small states respond to new and old security threats. Shelter theory addresses three interrelated issues of common concerns to small states: the reduction of risk before a possible crisis event, assistance in absorbing shocks in times of crises, and help in recovering after such an event. In short, shelter theory claims that small states need external shelter in order to survive and prosper. They are dependent on the economic, political, and societal shelter provided by larger states, as well as regional and international organizations.

Both the North Atlantic Treaty Organization (NATO) and Russia are boosting their deployments in close proximity to one another and in multiple domains. At the same time, a host of new or dramatically improved conventional capabilities have been fielded, introducing a significant level of uncertainty into the security environment. Meanwhile, political and military-to-military relations are at a post-Cold War low, with communication as the exception, not the norm, and the structure of interaction created by arms control and confidence and security-building measures almost entirely collapsed. Through a combination of interviews, workshops, and structured analysis on the causes of potential conflict, the authors of this report outline new conventional arms control (CAC) measures to lower the risk of conflict in Europe. Although it once served as a cornerstone of European security, the current regional CAC regime is outdated and largely irrelevant to today's challenges. Rather than starting with the existing agreements, the authors begin with an investigation of the catalysts of possible conflict and build arms control policy options on that basis. How might specific changes in behavior, posture, presence, technology, or capabilities-and varying perceptions thereof-drive conflict? What capabilities or combination of capabilities are destabilizing, and why? And what CAC measures could be used to address these risks? The authors use the answers to these questions to suggest a menu of options for a new CAC regime that could address the regional security challenges of the 21st century.
