Book excerpt: Global concerns about the growing climate change phenomenon and its consequences for the environment and human activities continues to pose a challenge for policy makers at the domestic and international levels, environmental groups and communities most affected by rising sea level and other direct features of global warming. The involvement of the financial sector has diversified efforts aimed at tackling the climate change problem with the introduction of financial and other investment initiatives geared at incentivizing and attracting more participants and stakeholders to fund mitigation and adaption measures for tackling climate change. The scale of the climate change problem requires significant investments at all levels and green bonds act as a financial tool for achieving significant investments in climate change measures and offers a triple bottom line of fulfilling environmental, economic and social objectives. This article examines the concept of green bonds and its application to climate change mitigation and adaptation measures. It analyses the characteristics of green bonds and examines some of the key drivers of the rapid growth of the green bonds market since its introduction in 2007. The article also discusses the various mechanisms for monitoring the application of green bonds proceeds to renewable energy and environmental objectives as well as the potential benefits of the geometrically increasing green bonds market on global efforts aimed at tackling the climate change scourge. The lack of universally acceptable uniform standards for measuring application of green bonds and the potential for self-regulation of green bond issuers are some challenges to the effectiveness of green bonds which shall be highlighted and discussed in this article.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.
