Book excerpt: This book makes the case for looking afresh at Turkey-EU relations in order to appreciate the richness and complexity of a relationship which is now more than 50 years old and is still not close to reaching fulfilment. The contributors challenge conventional attempts to understand Turkey-EU relations, revealing that EU integration studies has been rather poor at understanding the global context within which Turkey-EU developments take place. More surprising perhaps, EU integration studies has also struggled to give sufficient weight to the potential of Turkey’s domestic politics to shape EU enlargement. The volume attempts to correct these imbalances by offering both a global context and new perspectives on the drivers of domestic politics. It represents a shift from a narrow EU integration/enlargement agenda. Turkey’s position vis-a-vis the EU cannot be adequately captured by simplistic notions of conditionality, harmonization, and an uncritical interpretation of Europeanization. A more rounded view of Turkey-EU relations is advanced based upon a broader context of European and global transformations. The contributions, collected here, offer an interpretation of Turkey-EU relations from a novel perspective, utilize a new framework of theory, and draw upon insights and perspectives from disciplines underrepresented in mainstream study of Turkey-EU relations. Book excerpt: This book attempts to introduce the untold story of the positive aspects of EU–Turkey relations, from historical backgrounds to international impacts, and from farming to cooperation against international terrorism. Turkey–EU relations are sometimes easy to observe, but at the same time very complicated and difficult to understand. On the one hand, the EU does not want to lose its long term ally’s interest in joining the Union, but on the other hand it does not want a vast Muslim country with its huge young population to change the EU’s already struggling dynamics. The New Turkey, on the other side, does not want to let itself down by trying to join the Union at any cost. It wants to join the Union but stay as a Democratic Muslim Turkey rather than a Democratic European Turkey. Both in Turkey and in the EU though, members of the public have very mixed feelings towards this relationship, as their perceptions are shaped by the ideological interpretations of their leaders. For example, people who travel to Turkey or Europe have a completely different understanding of the relations than the ones who only hear it from politicians. Therefore mutual positive aspects are either underestimated or completely missed. This book aims to fill some of those missed gaps.

The enlargement process that the European Union faced the last decade stirred the debate again about the role Turkey has to play and whether or not Turkey should be part of the European Union. While the enlargement with the Central and East European countries of the former Soviet Union was a logical process, given the strong trade relationships and the political and historical context of these countries, the potential enlargement with Turkey is much more complex and controversial. The main innovation of the present study is that it unravels the complexity of the Turkish case by approaching the problem from different angles in a comprehensive way. In particular, by tuning in on the historic, political and economic processes, new insights are obtained about the feasibility of Turkish accession to the EU. By combining lessons from the existing literature, the use of new data and the analysis of the political economic processes, a new perspective on the enlargement question – with the key Copenhagen criteria used as a corner stone - is offered.
