Book excerpt: On March 18, 1937, a spark ignited a vast pool of natural gas that had collected beneath the school building in New London, a tiny community in East Texas. The resulting explosion leveled the four-year-old structure and resulted in a death toll of more than three hundred—most of them children. To this day, it is the worst school disaster in the history of the United States. The tragedy and its aftermath were the first big stories covered by Walter Cronkite, then a young wire service reporter stationed in Dallas. He would later say that no war story he ever covered—during World War II or Vietnam—was as heart-wrenching. In the weeks following the tragedy, a fact-finding committee sought to determine who was to blame. It soon became apparent that the New London school district had, along with almost all local businesses and residents, tapped into pipelines carrying unrefined gas from the plentiful oil fields of the area. It was technically illegal, but natural gas was in abundance in the “Oil Patch.” The jerry-rigged conduits leaked the odorless “green” gas that would destroy the school. A long-term effect of the disaster was the shared guilt experienced—for the rest of their lives—by most of the survivors. There is, perhaps, no better example than Bill Thompson, who was in his fifth grade English class and “in the mood to flirt” with Billie Sue Hall, who was sitting two seats away. Thompson asked another girl to trade seats with him. She agreed—and was killed in the explosion, while Thompson and Hall both survived and lived long lives, never quite coming to terms with their good fortune. My Boys and Girls Are in There: The 1937 New London School Explosion is a meticulous, candid account by veteran educator and experienced author Ron Rozelle. Unfolding with the narrative pace of a novel, the story woven by Rozelle—beginning with the title—combines the anguished words of eyewitnesses with telling details from the historical and legal record. Released to coincide with the seventy-fifth anniversary of the New London School disaster, My Boys and Girls Are in There paints an intensely human portrait of this horrific event.

Whilst taking housing as its focus, this book adopts a sociological perspective by exploring the likelihood of social class change in order to draw conclusions about 'gentrification', 'social polarisation' and the extent to which 'social inclusion' is reflected in housing legacies.

Book excerpt: The executive branch in Western democracies has been granted a virtually impossible task: expected to 'imperially' direct the life of the nation through thick and thin, it is concurrently required to be subservient to legislation meted out by a sovereign parliament. Drawing on a general argument from constitutional theory that prioritizes dispersal of power over concepts of hierarchy, this book argues that the tension between dominance and submission in the executive branch is maintained by the adoption of various forms of fuzziness, under which a guise of legality masks the absence of substantive limitation of power. Under this 'internal tension' vision of constitutionalism, the executive branch is simultaneously submissive to law and dominant over it, while concepts of substantive legality are compromised. Building on legal and political science research, this volume classifies and analyses thirteen forms of fuzziness, ranging from open-ended or semi-written constitutions to unapplied legislation. The study of this unavoidable yet problematic feature of the public sphere is addressed descriptively and normatively. Adding detailed examples from two fields of law - emergency law and air-pollution law - in two systems (the UK and the US), the book ends with a call for raising the threshold of judicial review, grounded in theories of participatory and deliberative democracy. This book addresses an area that is surprisingly under-researched. Despite the increase in executive power across democratic polities and increasing public interest in the executive branch and executive powers, this much-needed book offers a theoretical foundation that should ground all analysis of arguably the most powerful branch of modern government.

Most books on the colonisation of India view the subject in Eurocentric imperial terms, focusing on the ways in which European powers competed with each other on land and at sea and defeated Indian states on land, and viewing Indian states as having little interest in naval matters. This book, in contrast, reveals that there was substantial naval activity on the part of some Indian states and that this activity represented a serious threat to Britain's naval power. Considering the subject from an Indian point of view, the book discusses the naval activities of the Mahratta Confederacy and later those of Mysore under its energetic rulers Haidar Ali and his successor Tipu Sultan. Itshows how these states chose deliberately to develop a naval strategy, seeing this as the most effective way of expelling the British from India; how their strategies learned from European maritime technology, successfully blending this with Indian technology; how their opposition to British naval power was at its most effective when they allied themselves with the other European naval powers in the region - France, Portugal and the Netherlands, whose maritime activities in the region are fully outlined and assessed; and how ultimately the Indian states' naval strategies failed. Philip MacDougall, a former lecturer in economic history at the University of Kent, is a founder member of the Navy Dockyards Society, editor of the Society's Transactions, and the author or editor of seven books in maritime history, including The Naval Mutinies of 1797 (The Boydell Press, 2011).
