This book was released on 2010-03-16 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Policy and Economic Performance in Divided Korea during the Cold War Era: 1945–91, Eberstadt presents an impressive compilation of hard-to-find comparative data on economic performance for the Democratic People's Republic of Korea (DPRK, or North Korea) and the Republic of Korea (ROK, or South Korea) over two critical generations. By a number of indicators, Eberstadt argues, Kim Il Sung's North Korea actually outperformed South Korea for much of this period—not only in the years immediately following partition, but perhaps also into the 1970s.

Book Alternatives to Infrastructure Privatization Revisited

Download or read book Alternatives to Infrastructure Privatization Revisited written by Jose A. Gomez-Ibanez and published by World Bank Publications. This book was released on 2016 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: Frustration with the performance of State-owned enterprises (SOEs) has led to two rounds of reform: the first round, from the 1960s through the 1980s, attempted to improve SOE performance while maintaining public ownership while the second, beginning in the late 1980s, viewed privatization as the answer. Interest in the earlier round of reform has increased recently as controversy has slowed or halted privatization in many countries, especially for SOEs providing infrastructure services that are basic to everyday life and are thought to have elements of monopoly. This paper reexamines the earlier round of reforms, focusing particularly on efforts to increase the firms' capacity with infusions of human and physical capital, to strengthen managerial incentives through performance contracts and corporatization and to alter the mix of political and economic forces that impinge on the firm by strengthening the involvement of taxpayers, customers or private investors. The review suggests that these earlier approaches generated only modest success but that some of them, selectively applied, may be helpful in improving the performance of infrastructure firms that remain in public hands.

Book Modernizing the Korean Welfare State

Download or read book Modernizing the Korean Welfare State written by Dr. Ramesh Mishra and published by Transaction Publishers. This book was released on with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: Modernizing the Korean Welfare State analyzes recent developments in social and public policy in South Korea. Its focus is the new approach to Korea's system of social protection, known as the productive welfare paradigm. This volume brings together an international group of scholars to examine the new paradigm and associated policy developments. In the first part, contributors examine the significance of the productive welfare paradigm and recent policy developments within a broader comparative and international perspective. They question the commitment to welfare in the paradigm, viewing it largely as an example of a global trend towards the "enabling state" in which social welfare serves largely economic goals. Other contributors situate the new paradigm in relation to globalization and its implications for national strategies of social protection developed in earlier times. The new departure in Korea is compared to European welfare state development, and contributors find it a bold attempt to fashion a comprehensive welfare state based on social rights. In the second part, contributors focus on specific issues and policy areas. These include the degree to which Korea has been following a "pro-poor" growth policy. They evaluate developments in the area of unemployment and work injury insurance. They review the progress of policies in the area of social insurance and assistance, and the American system of income support for low income earners and its lessons for Korean policymakers. Other contributors review the public pensions system in Korea, and environmental protection policies are discussed and the impact of those policies on the poor and people of color, who are disproportionately exposed to environmental hazards. Ramesh Mishra is emeritus professor of social policy at the School of Social Work, York University, Toronto. Stein Kuhnle is professor in comparative politics and head of the Department of Comparative Politics at the University of Bergen, Norway. Neil Gilbert is Chernin Professor of Social Services and Social Welfare at the University of California, Berkeley, and director of the Center for Comparative Study of Family Welfare and Poverty Research. Kyungbae Chung is former president of the Korean Institute for Health and Social Affairs (KIHASA).

Book Public Enterprise Management and Privatisation

Download or read book Public Enterprise Management and Privatisation written by Laxmi Narain and published by S. Chand Publishing. This book was released on 2005 with total page 449 pages. Available in PDF, EPUB and Kindle. Book excerpt: A number of public enterprise (PE) executives have long felt the need for a book which would provide necessary information and analysis of various dimensions of PE management and privatisation. The book provides at one place, a precise and authoritative account of the concept, policy, and analysis of major issues confronting PEs. Public ownership per se does not make PE performance sub-optimal. The operation of the Government system, of which PE is a sub-system, has not been conducive to performance. During the last six decades, inadequate political will and vested interests have come in the way of freeing PEs from excessive and throttling controls, and demoralising accountability. Not letting the managers manage with the freedom required in the liberalised and globalised set-up is the problem. The multifarious and complex managerial problems of PEs, which get compounded by faltering moves towards privatisation, cannot be wished away. These have been considered in the book at some length. The book, first published in 1980, continues to be a standard work on the subject. This latest edition has been revised by Dr. R.K.Mishra, Director, Institute of Public Enterprise,Hyderabad.
