Since rates of self-employment rise with age, a disproportionate share of the self-employed is composed of middle aged or older workers. Some of these workers have been self-employed for much or all of their working lives while others have transitioned to self-employment later in their careers, often as a way of moving into retirement. Future predictions of baby boomers as a key catalyst for small business growth in the next decade and beyond have tended to neglect an important trend. The self-employment rate among those nearing retirement (defined as individuals aged 55-64) has dropped substantially in the past 20 years. This book addresses questions about this decline, and discusses the self-employment transitions among the older American workers with career jobs.

The individual and societal benefits of continued work are straightforward: each additional year that retirement is delayed is one additional year of earnings and possible savings and one fewer year that assets are spent down. Further, continued work later in life has been shown to maintain or improve the physical and mental health of older workers. Looking ahead to the increasing effects of societal aging and a challenged labor market, and with the perception of intergenerational job competition, is self-employment a partial solution to both societal aging and a stagnant economy? In this brief article, we document some of the policy issues surrounding transitions into self-employment later in life.

Book excerpt: More than one in five working Americans aged 50 and older are self-employed, yet scholarship that examines the relationships between self-employment and personal health and financial well-being is limited. Using data from six biennial waves of the Health and Retirement Study, a nationally-representative panel study of Americans past 50 years of age, this quasi-experimental dissertation documents the characteristics of self-employed older adults in comparison to wage-and-salary workers, as well as compares self-employed and wage-and-salary workers in later life on a set of financial well-being and personal health outcomes. This study incorporates inverse probability of treatment weighting (also referred to as propensity score weighting) to control for selection into the "treatment" of concern, self-employment. Among older Americans, this dissertation revealed that age, being male, reporting better health, and having higher levels of risk tolerance were predictive of self-employment, among other factors. Further, it found strong evidence that self-employment leads to reduced earnings from work, with some evidence that it increases health and wealth. This dissertation builds upon previous work while contributing to discussions about the causal effects of later-life self-employment, as well as program and policy developments to support longer working lives.

Book excerpt: This paper investigates whether individuals at the end of working life choose self-employment out of necessity and to what degree job search requirements for unemployment benefits induce people to become self-employed. For this purpose we analyze labor market transitions for people between the ages of 50 and 63 using a dynamic multinomial logit model with unobserved heterogeneity. The results indicate that at the end of the career individuals with a weak labor market position have a relatively high probability to become self-employed, e.g. to end or avoid a period of unemployment or inactivity (necessity driven self-employment). Contrasting some earlier work, the results do not suggest that self-employment is used as a gradual retirement route for employees. A difference-in-differences analysis shows that job search requirements among unemployed older workers increased the outflow from unemployment and decreased the inflow into unemployment, but did not increase self-employment out of necessity or opportunity.

Entrepreneurship at older ages is an option for many aging individuals. As existing and future generations are healthier and more able to work than previous generations, working careers can, and also have been extended. Various reasons such as age, health, gender and education, family status, accumulated savings and organizational factors can affect the choice between full-time work, bridge employment and retirement. But bridge employment as well as career choices may also be affected by many environmental factors. Regions with strong traditions of entrepreneurship may be more favourable to bridge employment in the form of self-employment than other regions. On the other hand, demand conditions may also account for possibilities to bridge employment. Regions with a low level of demand may not be favourable to self-employment at older ages. While some studies have focused on transitions into self-employment among older workers, the question of the motives and background still need clarification. This paper analyzes those who start a business at older ages in different regions in Finland. Who are they, and what is their background? What is the effect of human and financial capital on self-employment decisions? What is the role of previous experience in entrepreneurship - are those without experience from entrepreneurship different from those who have it? Is self-employment at older ages a real alternative only for serial and habitual entrepreneurs? In the analysis, we utilize a large longitudinal micro data to examine transfers of workers and those out of employment aged 55-74 into self-employment in Finland in 1998-2004. The data set represents a 7 percent sample of all Finns in 2001 of whom we have a lot of register-based and other data even from the year 1970 onward. Book excerpt: Controlling for career employment later in life, the retirement patterns of men and women in America have resembled one another for much of the past two decades. Is this relationship coming to an end? Recent research suggests that the retirement patterns of the Early Boomers - those born between 1948 and 1953 - have diverged from those of earlier cohorts. Gender differences appear to be emerging as well in the way that career men and women exit the labor force, after nearly two decades of similarities. This paper explores these gender differences in detail to help determine whether we are witnessing a break in trend or merely a blip in the data. We use data on three cohorts of older Americans from the nationally-representative, longitudinal Health and Retirement Study (HRS) that began in 1992. We explore by gender the types of job transitions that occur later in life and explore, in particular, the role of four potentially relevant determinants: the presence of dependent children; a parent in need of caregiving assistance; occupational status on the career job; and self employment status. We find that, among career men and women, child and parental caregiving are not significant drivers of the retirement transitions of the Early Boomers, all else equal. Gender differences that may exist with respect to these characteristics are therefore unlikely to lead to persistent gender differences in retirement patterns. In contrast, self employment continues to be a statistically significant determinant of bridge job transitions and phased retirement. This finding, combined with the fact that men are much more likely than women to be self employed later in life, could lead to some differences by gender going forward, though the impact is likely to be limited given that the large majority of older workers are in wage-and-salary employment. Older Americans - both men and women - are responding to their economic environment by working later in life and exiting the labor force gradually. While some determinants of these decisions likely impact men and women differently, gender differences with respect to the retirement patterns of the Early Boomers appear to be the result of broader macroeconomic forces. The evidence to date suggests that gender differences may dissipate as the recovery ensues.

We find that the hazard of self-employment increases at popular retirement ages associated with Social Security eligibility, particularly for those with greater retirement wealth. Late-career transitions to self-employment are associated with a larger drop in income than similar mid-career transitions. Data from the Health and Retirement Study suggest that hours worked also fall upon switching to self-employment. These results suggest that self-employment at older ages may serve as a "bridge job," allowing workers to gradually reduce hours and earnings along the pathway to retirement.
