Through their claims to citizenship, shifting religious identities and by occupying the high ground both locally and at European level, these communities challenge long standing citizenship models and give full meaning to the concepts of supranational European citizenship. The contributors question whether such European citizenship will include all residents of Europe or whether it will serve to increase the exclusion felt by certain groups of migrants. In particular the contributors examine the implications of three emerging citizenship trends - the impact of the demand for Islam; the emergence of undocumented migrants and their inclusion in an increasingly stratified society; and finally, the rising tide of ordinary or political refugees who are challenging European citizenship on their own terms.

Book excerpt: The central concern ofThe Europeanization of National Polities? is to know and describe how far EU 'legal' citizens feel that they are actually part of a functioning European political system and how much they think of themselves as EU citizens. The authors report evidence of the levels of European identity, sense of EU representation and preferences for EU policy scope among European mass publics, which are the main dimensions of EU citizenship. The analysis uses a new comparative dataset on EU attitudes derived from a survey in 16 EU countries plus Serbia in 2007. This study shows that, despite initial expectations, levels of European identity, sense of EU representation, and preferences for EU policy scope among European mass publics did not display a strong trend in any particular direction during the period between 1975 and 2007. However, there are interesting variations in these measures of EU citizenship both across individuals and across countries that are described and explained by reference to a series of relevant hypotheses. The book pays particular attention to the inter-linkages among the three dimensions of citizenship itself. EU identity, representation and scope are all reciprocally related, but the representation dimension is key to the development of a generalised sense of a sense of citizenship at the EU level. This in turn places a significant premium on the need to address popular doubts about the EU's 'democratic deficit'.

To contribute to their ongoing discussion and offer a politically embedded perspective, Siklodi applies the citizenship studies lens to the analysis of EU-wide survey data and original focus group evidence of young and highly educated EU mobiles and stayers in Sweden and Britain. Specifically, she investigates political community building processes, including processes of differentiation and exclusion, and the dimensions of citizenship – identity, rights and participation – at the national and EU levels. Siklodi proposes a redefinition of the active/passive citizen dichotomy in terms of mobiles/stayers to provide a more accurate description of contemporary citizen attitudes and behaviours across the European community.

Book excerpt: The modern liberal idea of citizenship is constructed by a fixed notion of identity which gains meaning through a number of binary oppositions, such as we/ they, citizen/ foreigner, self/ other and so forth. Defined by these binaries, where the first term is perceived as dominant because it is considered to be derived from reason, the fixed notion of identity inevitably produces exclusion and marginalization. Importantly, the postmodern concept of citizenship stems from a critique of these essentialist and universalist conceptions of identity. Exploring European identity and European citizenship from a philosophical perspective, this book reveals the discursive construction of these two concepts whilst at the same time attempting to define them as either modernist or postmodernist categories. Dr. Ivic takes a hermeneutic approach in her interpretation of European citizenship and identity through a close reading of European treaties and other official documents. Through her detailed analysis, Dr. Ivic is able to present the reader with well-informed and concrete examples of modern and postmodern concepts of identity within Europe.
