The effectiveness of the economic policy reflects the capacity of a country to ensure the population's consumption of basic products. The changes in the agricultural segment need much time. Actually, every economic structure needs the state's intervention, by measures able to change the dynamics of activities, to prioritize them and to ensure a quicker adaptation to the modifications of the consumers' needs, under the pressure of climate changes, population increases and diminution of the quantity of non-regenerative resources.

Book excerpt: This book deals with voluntary approaches between farmers and water suppliers as an instrument to meet environmental standards, impacted by agricultural activities, more economically efficient and environmentally effective than by exclusive application of alternative instruments including command-and-control approaches. The book is based largely on the results of the research project 'Co-operative Agreements in Agriculture as an Instrument to Improve the Economic Efficiency and Economic Effectiveness of the European Water Policy', which was supplemented for specific issues by key experts. The research was partly funded by the European Commission under the Specific RTD Programme in the Field of Environment and Climate (Contract No. ENV4-CT98-0782) and partly by the Ministry of Agriculture, Nature Management and Fisheries in the Netherlands, the Environment Agency in England and Wales, the UK Ministry of Agriculture, Fisheries and Food, and the Government of the German Bundesland North Rhine Westphalia. Book excerpt: Despite a gradual and sustained decline in the contribution of agriculture to the economies of the member countries of the Organization for Economic Cooperation and Development (OECD), the sector remains socially and politically important. Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.

For many years, its status as the only common European Community (EC) policy governed by EC institutions put it at the heart of European integration. Today the CAP is not the only common European Union (EU) policy. Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture’s place in the economy and society? And what are the consequences of agricultural policy reforms: for European farmers, consumers and taxpayers; for European ‘public goods’ such as environmental sustainability and preservation of rural communities and landscapes; and for third parties outside the EU, including the WTO? Book excerpt: Issues including climate variability, water scarcity, animal welfare and declining biodiversity have led to increasing demands on farmers to conduct and communicate their farming practices so as to protect their ‘social licence to farm’. Farmers are increasingly expected to demonstrate their social and environmental responsibility as a pre-condition to being allowed to carry out their preferred farming and commercial practices. Current examples include the live animal export trade, battles over protection of aquifers from mining, and contests over rural carbon emissions. In Defending the Social Licence of Farming, authors from Australia, the USA, Europe and Iceland document the diverse issues associated with the 'social licence to farm'. They provide examples of different sectors’ strategies and experiences, and give specific indications of what is involved in coping successfully with this political and legal dimension of farming. As resources become scarce and society’s expectations more diverse and demanding, farming can expect that social licence issues will become both more difficult and more important. The book suggests that the old models of response, largely focused on defensive positions, will often be insufficient to protect the interests of both farmers and the community. This book will provide a useful stimulus for innovation and proactive policies to defend the social licence of the farm sector.
