With a high concentration of state-owned heavy industries, cities in this region suffered from heavy losses in revenue and massive layoffs of millions of former state-owned enterprise workers, known as the "Northeast Phenomenon" or "Neo-Northeast Phenomenon". The once towering economic giant was down. Such a "phenomenon" is not uncommon in other "rust belt" regions in industrialized economies. However, since the implementation of the Chinese Government's "Revitalisation Strategy of Northeast China" in 2003, cities in Northeast China have gone through various transformations.

The Italian architect, historian, and restorer Gustavo Giovannoni (1873–1947) was a key figure in the fields of architecture, urbanism, and conservation during the first half of the twentieth century. A traditionalist largely neglected by the proponents of modernist architecture following World War II, he remains little known internationally. His writings, however, until now unavailable in English, represent a significant step toward the full appreciation of the historic city and are directly relevant today to the protection of urban historic resources worldwide. This abundantly illustrated critical anthology is a representative sample of Giovannoni’s seminal texts related to the appreciation, understanding, and planning of historic cities. The thirty readings, which appear with their original illustrations, are grouped into six parts organized around key concepts in Giovannoni’s conservation theory—urban building, respect for the setting or context, a thinning out of the urban fabric, conservation and restoration treatments, the grafting of the new upon the old, and reconstruction. Each part is preceded by an introduction, and each reading is prefaced by succinct remarks explaining the rationale for its selection and the principal matters covered. The city of green benches once courted its elderly population; now, however, it seeks to rejuvenate its image, to attract the young through urban revitalization. In this humane and sensitive book, Maria Vesperi, an anthropologist and journalist, looks at the realities of being old and poor in the rapidly changing downtown of St. Petersburg. Vesperi provides a complete and carefully observed picture of the elderly: the conditions of their_ lives, representative social programs created to provide for them, and their interaction with the city around them. The life of the old in St. Petersburg, she notes, is characterized by a profound contradiction between how the elderly see themselves and how they are viewed by the community-a contradiction that speaks of the way cultural stereotypes about aging are transmitted to all older Americans. As a culture, Vesperi maintains, we view the old as an isolated segment of humanity without a living future or even an ongoing present.
