The purpose of the book is to bring into perspective the role of transport and communications in regional policy for peripheral areas. This subject is currently of high priority, since the European Union through the Structural Funds interventions (i.e. the Community Support Frameworks) and the new Cohesion Fund relies heavily on transport and communication infrastructure investments to assist areas which are at a disadvantage due to their peripheral location and isolation. This sets a number of restrictions to its capability to explain empirical economic phenomena. A huge part of the scientific discourse takes place within this equilibrium framework. This is also true for new approaches like e.g. the New Economic Geography and models operating with market structures of oligopoly. This is why it is a courageous effort to try to cross the apparently unalterable borders set by equilibrium modelling. Most certainly this cannot be an end in itself. Especially the pure theory of international economics is still in many fields lacking adequate possibilities to deal with phenomena in space and time. These two dimensions have in common that they make the introduction of specific facets of movement, change, evolution - and therefore "mobility" - possible. Besides this "dynamic" component a point of view that includes space and time challenges us to find new possibilities to model heterogeneous agents. If these ideas are not so revolutionary in their content, the attempt to introduce them into a formal model is a big challenge. Moreover, it poses the question about the role of a theory of "international" economics in such a wider framework.

The driving forces include, amongst others, Western European economic and political integration, and Eastern European transition. We are also witnessing fundamental technological and organisational restructuring of industrial systems. Information technology and telecommunications are rapidly altering the requisites for comparative advantage. Peripherality is being determined more by access to networks than by geographical location. Economies of scale can be attained in distributed networks of production with good access to markets as well as in large agglomerations. Clearly, these changes also call for new perspectives in regional analysis. This book derives its impetus from an Advanced Summer institute in Regional Science which was arranged in Joensuu, Finland, in 1993 under the auspices of the European Regional Science Association. Some of the papers, which were discussed at the institute, were thoroughly revised for the present purpose. In addition, chapters on specific topics were specially written for the volume. In most contributions, the focus is on the Nordic countries and their internal peripheries. They form a particularly interesting case in assessing prospects for the multi-faceted centre-periphery confrontation in Europe.
