Book excerpt: Reliable methods for estimating the cost of a radioactive waste disposal programme are crucial to ensure that the necessary funding for completing the disposal programme is available. Estimating the cost for disposal is, however, a challenging and complex task. Disposal programmes themselves are complex and long term undertakings, and conditions can be expected to change significantly over the time span during which a disposal programme is developed and implemented. This publication provides Member States with information on developing cost estimates for a disposal programme and establishing funding mechanisms. It will help readers in becoming informed clients by familiarizing themselves with the approaches and complexities in cost estimates and funding mechanisms for disposal. The publication is applicable to all waste categories and both near surface and geological disposal. It contains relevant examples and case studies from national programmes. The cost figures are intended to give an indication of the possible cost of certain parts or aspects of the disposal programme rather than to compare different disposal programmes costs.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Book excerpt: The explosion on 26 April 1986 at the Chernobyl nuclear power plant and the consequent reactor fire resulted in an unprecedented release of radioactive material from a nuclear reactor and adverse consequences for the public and the environment. Although the accident occurred nearly two decades ago, controversy still surrounds the real impact of the disaster. Therefore the IAEA, in cooperation with other UN bodies, the World Bank, as well as the competent authorities of Belarus, the Russian Federation and Ukraine, established the Chernobyl Forum in 2003. The mission of the Forum was to generate 'authoritative consensual statements' on the environmental consequences and health effects attributable to radiation exposure arising from the accident as well as to provide advice on environmental remediation and special health care programmes, and to suggest areas in which further research is required. This report presents the findings and recommendations of the Chernobyl Forum concerning the environmental effects of the Chernobyl accident.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

Book excerpt: The testing and training available at the Nevada Test and Training Range (NTTR), in southern Nevada, is considered crucial to the survival of U.S. military personnel and to the success of their missions. As a Major Range and Test Facility Base (MRTFB), the NTTR also is a core element of Department of Defense (DoD) Test and Evaluation (T & E) infrastructure. 2.9 million acres of land have been withdrawn from public use for the NTTR, and the authorization for this withdrawal expires in November 2021. To renew the land withdrawal, the Air Force must submit a request to the Bureau of Land Management (BLM). A significant portion of the NTTR overlaps some land within the Desert National Wildlife Refuge that has been designated as proposed wilderness. This document provides background on the proposed wilderness designation; the limits that it places on Air Force training; and potential approaches to mitigating these limits that decision-makers should consider as part of, and even separately from, a strategy related to the renewal of the land-withdrawal authorization. The Air Force has several options for obtaining greater operational flexibility in the NTTR areas that are proposed as wilderness. All of these options would require working with the U.S. Fish and Wildlife Service (USFWS), and within official USFWS processes, to meet Air Force objectives.

The cleanup of these sites is proceeding under legally enforceable agreements with timelines for hundreds of milestones. EM is reviewing alternative approaches to increase effectiveness and improve cost efficiencies of its cleanup activities, especially for sites that will have residual contamination when active cleanup is complete. This report is the summary of two workshops convened in October 2013 and January 2014 on best practices for risk-informed remedy selection, closure, and post-closure control of radioactive and chemically contaminated sites that present significant difficulty for remediation to unrestricted release. The workshop series aimed to explore best practices that promote effective, risk-informed decision making and future opportunities to improve remediation approaches and practices.In the Workshop #1 section of "Best Practices for Risk-Informed Decision Making Regarding Contaminated Sites," the report examines holistic approaches for remediating sites with multiple contaminant sources and post-closure uses, and approaches for incorporating a sustainability framework into decision making regarding site remediation, closure, and post-closure control. In Workshop #2, the report focuses on post-closure controls, assessment of long-term performance of site remedies, and best practices for risk-based remediation decisions.
