Book excerpt: The Networks of Centres of Excellence (NCE) program was launched in 1989 with the goal to mobilize Canada?s research talent in the academic, private and public sectors and apply it to the task of developing the economy and improving the quality of life of Canadians. This report presents the findings from the review of the relevance and effectiveness of the Networks of Centres of Excellence (NCE) program. The current review is intended to meet the coverage requirements of Treasury Board?s Policy on Evaluation and the requirements of Section 42.1 of the Financial Administration Act. In planning and calibrating the review of the NCE program, a number of factors were taken into consideration in determining the approach, including: the longevity of the program, program theory, context and risk, performance measurement data, quality of the existing evaluations, and information needs of management. The review of the NCE program covered the five-year period from fiscal year 2007-2008 to the end of fiscal year 2011-2012. The review examines the relevance and performance of the NCE program including 15 of the 20 networks funded during the study period.

Book excerpt: The Networks of Centres of Excellence (NCE) program is intended to establish networks of university researchers & scientists across the country to conduct world-class research in areas crucial to Canada's competitiveness. This report presents the findings of a full evaluation of the NCE program carried out in 1996. Evaluation methodology included a review of relevant documents, interviews with network individuals & partners, surveys, and case studies. Findings are presented under major evaluation themes & issues including the quality & relevance of NCE research, the impact of NCE on retaining scientists & engineers in relevant fields, the extent of multidisciplinary & multisectoral research programs, the degree of acceleration of exchange of research results & technology transfer achieved under NCE, and the impact of such factors as program design & network management styles on the achievement of program objectives. Final sections of the report evaluate the consequences of the reorientation conducted under phase II of the program and the incremental & value-added impacts of the program design.

Using examples of four ‘working regions’ — regions where research and design functions and manufacturing still coexist in the same cities — the book argues for a new approach to regional economic development. It does this by highlighting policies that foster innovation and manufacturing in small firms, focus research centers on pushing innovation down the supply chain, and support dynamic, design-driven firm networks. This book traces several key themes underlying the core proposition that for a region to work, it has to link research and manufacturing activities — namely, innovation and production — in the same place. Among the topics discussed in this volume are the issues of how the location of research and development infrastructure produces a clear role of the state in innovation and production systems, and how policy emphasis on pre-production processes in the 1990s has obscured the financialization of intellectual property.
