The process may be initiated when anything threatens to disrupt normal operations or puts the lives of human beings at risk. Governments on all levels as well as many businesses create some sort of disaster plan that make it possible to overcome the catastrophe and return to normal function as quickly as possible. Response to natural disasters (e.g., floods, earthquakes) or technological disaster (e.g., nuclear, chemical) is an extreme complex process that involves severe time pressure, various uncertainties, high non-linearity and many stakeholders. Disaster management often requires several autonomous agencies to collaboratively mitigate, prepare, respond, and recover from heterogeneous and dynamic sets of hazards to society. Almost all disasters involve high degrees of novelty to deal with most unexpected various uncertainties and dynamic time pressures. Existing studies and approaches within disaster management have mainly been focused on some specific type of disasters with certain agency oriented. There is a lack of a general framework to deal with similarities and synergies among different disasters by taking their specific features into account. This book provides with various decisions analysis theories and support tools in complex systems in general and in disaster management in particular. The book is also generated during a long-term preparation of a European project proposal among most leading experts in the areas related to the book title. The National Research Council, at the request of the Department of Homeland Security, held a two-day workshop on the use of SNA for the purpose of building community disaster resilience. The workshop, summarized in this volume, was designed to provide guidance to the DHS on a potential research agenda that would increase the effectiveness of SNA for improving community disaster resilience. The workshop explored the state of the art in SNA and its applications in the identification, construction, and strengthening of networks within U.S. communities. Workshop participants discussed current work in SNA focused on characterizing networks; the theories, principles and research applicable to the design or strengthening of networks; the gaps in knowledge that prevent the application of SNA to the construction of networks; and research areas that could fill those gaps. Elements of a research agenda to support the design, development, and implementation of social networks for the specific purpose of strengthening community resilience against natural and human-made disasters were discussed.

It is clearly in the public interest to reduce these impacts and to encourage the development of communities that are resilient to disasters. This goal can be achieved through wise and sustained efforts involving mitigation, preparedness, response, and recovery. Implementing such efforts, particularly in the face of limited resources and competing priorities, requires accurate information that is presented in a timely and appropriate manner to facilitate informed decisions. Substantial information already exists that could be used to this end, but there are numerous obstacles to accessing this information, and methods for integrating information from a variety of sources for decision-making are presently inadequate. Implementation of an improved national or international network for making better information available in a more timely manner could substantially improve the situation. As noted in the Preface, a federal transition team is considering the issues and needs associated with implementing a global or national disaster information network as described in the report by the Disaster Information Task Force (1997). This National Research Council report was commissioned by the transition team to provide advice on how a disaster information network could best make information available to improve decision making, with the ultimate goal of reducing losses from natural disasters. The report is intended to provide the basis for a better appreciation of which types of data and information should be generated in an information program and how this information could best be disseminated to decision makers.

Book excerpt: Despite the devastation caused by the magnitude 9.0 earthquake and 60-foot tsunami that struck Japan in 2011, some 96% of those living and working in the most disaster-stricken region of Tōhoku made it through. Smaller earthquakes and tsunamis have killed far more people in nearby China and India. What accounts for the exceptionally high survival rate? And why is it that some towns and cities in the Tōhoku region have built back more quickly than others? Black Wave illuminates two critical factors that had a direct influence on why survival rates varied so much across the Tōhoku region following the 3/11 disasters and why the rebuilding process has also not moved in lockstep across the region. Individuals and communities with stronger networks and better governance, Daniel P. Aldrich shows, had higher survival rates and accelerated recoveries. Less-connected communities with fewer such ties faced harder recovery processes and lower survival rates. Beyond the individual and neighborhood levels of survival and recovery, the rebuilding process has varied greatly, as some towns and cities have sought to work independently on rebuilding plans, ignoring recommendations from the national government and moving quickly to institute their own visions, while others have followed the guidelines offered by Tokyo-based bureaucrats for economic development and rebuilding.

However, data collected with social sensing is often massive, heterogeneous, noisy, and unreliable in some aspects. It comes in continuous streams, and often lacks geospatial reference information. Together, these issues represent a grand challenge toward fully leveraging social sensing for emergency management decision making under extreme duress. Meanwhile, big data computing methods and technologies such as high-performance computing, deep learning, and multi-source data fusion become critical components of using social sensing to understand the impact of and response to the disaster events in a timely fashion.
