Book excerpt: In a 1996 car accident near the Turkish town of Susurluk, a radical-right militant was killed together with his second wife and a high-ranking member of the police. Sedat Bucak, a deputy and head of a Kurdish tribe survived. The testimonies on the passengers revealed that they were part of a "gang," composed of members of the security forces, politicians and radical-right militants. These data have prompted new perspectives on the comprehension of Turkish political life and the state coercion and civil violence which have dominated it for the past decades. They also shed new light on the country's ethnic relations, disclosing the link between ethnicity and violence, and at the same time, revealing the limits of ethnicity as the sole criterion of network-building or policy-making. This monograph explores the network-building process in Turkey. It puts into question "state-based" sociology. Bozarslan suggests that the reproduction of networks in the Middle East is dependent on the ability to expand and transfer the senses and mechanisms of solidarity from a narrow framework to wider power-structures.

Book excerpt: Ethnicity and Elections in Turkey attempts to understand the mobilization strategies of incumbent parties to consolidate and increase their support among swing voters of an ethnic group. By analyzing the strategy of AKP on voters of Kurdish origin, it investigates the conditions under which it can mobilize them through the clientelistic network and its effectiveness in increasing support for the party. This investigation is conducted through a district and neighborhood level case study conducted in the districts of Beyoğlu, Sancaktepe and Beykoz situated in Istanbul. The main hypotheses are tested through five different steps. Firstly, an examination of electoral results identifies a large number of voters of Kurdish origin as ideologically close to pro-Islamist and pro-Kurdish parties. Secondly, the book identifies the main organs responsible of mobilizing voters and defines the nature of the clientelistic network. Thirdly, the study suggests that the incorporation of these voters into the party’s clientelistic network is a function of the number and time of entry of activists of Kurdish origin in the party’s ranks and the intensity of their contacts with the voters. Fourthly, it reveals the effectiveness of clientelistic mobilization in consolidating and increasing support among swing voters of Kurdish origin. Lastly, the inner party organization and critical juncture experienced by the party are argued to be influential in its ability to increase its network through the incorporation of new activists. Providing an alternative explanation of AKP’s electoral success in Turkey, this book is essential reading for students and scholars with an interest in Middle East politics, political parties and political science.

Book excerpt: The UAE sits astride an uncomfortble dilemma in terms of national development and international profile. It seeks to be a regional and global power, both economically and politically, and to achieve this it needs to diversify and become less reliant on a workforce that is made up predominantly of expatriates, many of whom are employed because they have a level of education unavailable among the general citizenry. Alongside a rapid growth in public services and private commerce, education is a stated national priority, with the Ministry of Education setting out in its vision that education should achieve “enduring development for the community.” The UAE higher education sector is growing at an astonishing rate. However, the apparent dilemma results from the call for a rapid growth in educational provision, alongside the desire to produce a functioning and accessible education system in a relatively short time-frame. The UAE is a ‘consumer’ of educational practice, a nation that has a history of buying in the educational models and expertise it requires, as opposed to the lengthier, but possibly better suited, process of building an indigenous education system from the ground up. Developing a truly indigenous and new system to fit the needs of neophyte states – although laborious, expensive and problematic – does allow a nation to mold specifically the needs of the country with the educational systems developed. However, the UAE, through the model of ‘borrowing’ systems and expertise, was able to ‘kick-start’ the development of education in the country, greatly decreasing the time needed to establish formal educational structures. Such a situation may open up questions as to the suitability and efficacy of a predominantly imported educational provision for the indigenous population. The UAE, as a relatively new and emerging economy, has the funds and support of the national leadership to actively pursue and seek educational systems and practices that will advance development and competitiveness. To exam how globalized structures influence education in the UAE and beyond, there needs to be an understanding and awareness of the context in which the education sector functions today. As global economic forces and the labor needs of societies change, then accountability, control and governance of education becomes a contested area of public policy. However, what can be seen is that education is gaining in prominence in the public policy arena, with governments and politicians realizing that in order to be globally competitive, education must produce a skilled and efficient national workforce, placing education firmly in the realm of human capital theory and policy.
