Book excerpt: Assuming that women’s empowerment would accelerate the pace of social change in rural Nepal, the World Bank urged the Nepali government to undertake a “Gender Activities Project” within an ongoing long-term water-engineering scheme. The author, an anthropologist specializing in bureaucratic organizations and gender studies, was hired to monitor the project. Analyzing her own experience as a practicing “development expert,” she demonstrates that the professed goal of “women’s empowerment” is a pretext for promoting economic organizational goals and the interests of local elites. She shows how a project intended to benefit women, through teaching them literary and agricultural skills, fails to provide them with any of the promised resources. Going beyond the conventional analysis that positions aid givers vis-à-vis powerless victimized recipients, she draws attention to the complexity of the process and the active role played by the Nepalese rural women who pursue their own interests and aspirations within this unequal world. The book makes an important contribution to the growing critique of “development” projects and of women’s development projects in particular.

These recollections, by those who teach, research and practise development, challenge simplistic, unilinear periodizations of the evolution of the discipline, and draw attention to those ongoing critiques of development studies, including Marxism, feminism and postcolonialism, which so often have been marginalized in mainstream development discourse. The contributors combine personal and institutional reflections, with an examination of key themes, including gender and development, NGOs, and natural resource management. The book is radical in that it challenges orthodoxies of development theory and practice and highlights concealed, critical discourses that have been written out of conventional stories of development. The contributors provide different versions of the history of development by inscribing their experiences and interpretations, some from left-inclined intellectual perspectives. Their accounts elucidate a more complex and nuanced understanding of development studies over time, simultaneously revealing common themes and trends, and they also attempt to reposition Development Studies along a more critical trajectory.. The volume is intended to stimulate new thinking on where the discipline may be moving. Book excerpt: Under various names – education and conflict, education and fragility, education and insecurity, etc – the understanding of linkages between education and violent conflict has emerged as an important and pressing area of inquiry. Work and research by practitioners and scholars has clearly pointed to the negative potential of education to contribute to and entrench violent conflict. This work has highlighted the struggle for education during and following periods of instability and demonstrated the degree to which communities affected by conflict prioritize educational opportunities. It has also offered powerful normative arguments for the importance of quality education for peacebuilding, reconciliation, postconflict reconstruction and development. In many instances, however, these important insights are derived less from rigorous research and scholarship in the social sciences than from the delivery and evaluation of educational programming in situations affected by conflict. This volume, therefore, seeks to broaden enquiry into education and conflict by exploring, through conceptual and empirical work, its linkages to broader theories and practices of development and peacebuilding. The volume begins with a conceptual and theoretical section, followed by a series of international case studies, before closing with three chapters focused on the case of Northern Uganda. Contributors present a diverse set of studies that together deepen understandings of the ways the education functions in various situations affected by conflict and the ways in which it might best be mobilized to contribute towards peacebuilding and development.
