The date of 21 November 2021 marked the 15th anniversary of the Comprehensive Peace Agreement (CPA) which concluded the decade-long civil war that had ravaged Nepal. Despite avoiding a resurgence of statewide conflict, Nepal’s post-conflict era has been far from perfect. This era has witnessed ethnic violence, rampant corruption, the politicisation of key public institutions and a failure to fully implement the provisions of the CPA. The resulting lack of socio-economic progress has led to large-scale dissatisfaction within the country and even given rise to elements within Nepal who reject the framework of the CPA and the 2015 constitution. With a focus on the years following the 2015 constitution, this book offers an analysis of post-conflict Nepal and explores issues relating to ex-combatants, transitional justice, women, socio-economic affairs, and federal governance. The contributors are all scholar-practitioners, some of whom had direct involvement in the peace process, and are therefore able to offer unique insights into the processes and challenges of Nepal’s long journey to addressing past grievances and promoting future peace in the country. This book will be of interest to students of peace studies, Asian politics, security studies and International Relations.

Book excerpt: There is a growing focus on gender-sensitive approaches and women’s empowerment in the water, sanitation, and hygiene sectors. At the same time, there is a lack of metrics to measure women’s empowerment in the WASH sector. Such metrics are important for understanding the types of programmatic interventions that are most needed for addressing women’s empowerment, as well as for assessing their impacts on women’s empowerment. In this report, we describe the development of a Women’s Empowerment metrics for Water, Sanitation, and Hygiene (WE-WASH). We collected data from individual women and men in 812 households in Malawi and 826 households in Nepal. Using the data, we develop 14 indicators and establish cutoff thresholds (i.e., whether the individual is empowered) in the areas of intrinsic, instrumental, and collective agency in WASH; instrumental and intrinsic agency in menstrual hygiene management; and the empowerment environment (or resources for empowerment). In each country, we observe differences in empowerment levels between women and men, that favor men on most outcomes. Notably, in both countries, we find that women are much less likely than men to contribute to WASH infrastructure decisions, and most women are spending an undue amount of time contributing to WASH-related labor. In Nepal especially, agency related to menstrual hygiene management is also a substantial area of disempowerment for women.

This book uses factor analysis and structural equations modelling to develop a multidimensional framework that integrates capability and social inclusion as additional poverty indicators. The empirical relevance of this methodological contribution is demonstrated through its application in the United States and Nepal. The proposed approach not only helps to identify different categories of the poor, but also to more accurately target resources and policies of poverty alleviation. This report released 10 years after that launch focuses on how multidimensional poverty has declined. It provides a comprehensive picture of global trends in multidimensional poverty, covering 5 billion people. It probes patterns between and within countries and by indicator, showcasing different ways of making progress. Together with data on the $1.90 a day poverty rate, the trends monitor global poverty in different forms. This is a key moment to study how nonmonetary poverty goes down. It is 10 years before 2030, the due date of the Sustainable Development Goals (SDGs), whose first goal is to end poverty in all its forms everywhere. And it is a year when a pandemic and economic slowdown are pushing many more into poverty, while the spectre of racism still haunts, and environmental threats such as locusts surge. Multidimensional poverty is strongly associated with other SDG challenges. Concentrated in rural areas, multidimensionally poor people tend to experience lower vaccination rates and secondary school achievement, insecure work and greater environmental threats. By detailing the connections between the MPI and other poverty-related SDGs, the report highlights how the lives of multidimensionally poor people are precarious in ways that extend beyond the MPI's 10 component indicators. The COVID-19 pandemic unfolded in the midst of this analysis. While data are not yet available to measure the rise of global poverty after the pandemic, simulations based on different scenarios suggest that, if unaddressed, progress across 70 developing countries could be set back 3-10 years.

We use recently published data of changes over time in multidimensional poverty for 75 countries which is based on time-consistent indicators. We consider and evaluate different approaches to model the trajectories of countries in poverty reduction. Our preferred model respects theoretical bounds, is supported by empirical evidence, and ensures consistency of our main measure with its subindices. In our empirical analysis we first use this approach to examine whether countries would halve their poverty between 2015 and 2030 if recent trends continued before assessing the reasonableness of this target. Subsequently, we discuss implications of our modelling framework for computing projections under sustained efforts, setting poverty reduction targets, and the evaluation of trajectory switches. These implications mainly follow from the bounded nature of our outcome variables and are, therefore, applicable to a wide array of development indicators.

Whether and how the global land system will support the food security of more than 10 billion people in the 21st century while minimizing its environmental footprint remains an open question to debate. It is inevitable that the global food production system has to be shifted from focusing on production expansion to land system resilience so that the dual goals of sustainable production and environmental friendliness can be simultaneously achieved.
