Book excerpt: Despite several severe shocks in the past, conflict, unstable governments, earthquakes, and trade disruptions, Nepal has made strong progress in reducing poverty and boosting shared prosperity. With the decade-long peace and constitutional process concluded, the Government of Nepal is keen to accelerate economic growth and become a middle-income country by 2030. Between 1996 and 2011, the proportion of households living in extreme poverty fell from 46 to 15 percent. Nepal's macroeconomic fundamentals have remained sound. This report takes place as Nepal transitions to a federal structure. This poses a unique and unprecedented opportunity to establish clarity of functions, expenditures, and revenue assignments, as well as changing jurisdictions across various levels of governments and agencies, including as they interface with the private sector. The new government is in place and emphasizing the need for stronger cooperation between the public and private sectors. Against this background, this report assesses the energy (electricity generation, transmission, and distribution), transport (roads, airports, and urban transport), and urban (water supply, sanitation, and solid waste management) infrastructure sectors. The report recommends interventions that combine short-term and longer-term structural and policy changes with tailored project implementation approaches. Completing projects will help stress test the framework and system and identify potential bottlenecks that can be corrected. Such a learning-by-doing approach will further help prioritize the implementation of the initiatives proposed in this report and target capacity development initiatives in the areas of greatest need.

Book excerpt: The signing of the Comprehensive Peace Agreement in 2006 and Constituent Assembly elections in 2008 have paved the way for political and economic reform in Nepal. Indeed, the 2009 Investment Climate Assessment (ICA) shows that Nepal's private sector is starting to reap some dividend from the cessation of armed conflict in terms of employment generation, rebounding tourism, increased tax collection, as well as less complex business regulations and procedures to obtain permits. However, Nepal's private sector (already plagued with various market failures) continues to suffer from the consequences of a decade of armed conflict and civil unrest. Poor infrastructure, particularly for transportation and energy, inadequate labor skills and continuous labor unrest, as well as inefficient and unstable credit markets, exacerbate the damage that continued political instability has had on the investment climate. Together political instability and poor infrastructure pose the two greatest challenges to Nepal's investment climate and growth in the private sector. The effects of these challenges on business confidence and economic performance are visible and costly: productions costs are high, business operations and trade are often disrupted, and competitiveness is declining. These structural problems cause low levels of savings and investment resulting in low job creation, which lead millions of Nepalis to seek temporary employment abroad; resulting in remittance flows that are mainly channeled to consumption and asset bubbles. This inflates prices and increases costs to the productive job-creating sector, which loses competitiveness and export markets, prolonging the cycle of mediocre and jobless growth at home. In order for Nepal to kick-start private sector-led growth in Nepal, it has to leverage its potential particularly through strengthening trade with China and India, developing its hydropower resources, and adopting policies to target growth in key sectors such as tourism. Improving Nepal's investment climate and strengthening the private sector will require government initiative to solve many challenges as well as public-private dialogue and partnerships to tackle larger challenges to be addressed over the medium and long-term. The Nepal Investment Climate Assessment (ICA) assesses dimensions of the investment climate that shape the opportunities for investments, employment and growth of private firms and provides recommendations to support private sector development. The Nepal ICA is based on three main surveys: an Enterprise Survey, an Employee Survey, and a Survey of Informal Enterprises. The surveys capture perceptions of the main obstacles for enterprises and workers in key sectors of the economy such as services and manufacturing and provide in-depth data and analysis on issues such as employment, policies and regulations, regional trade, and performance. An advantage of the enterprise surveys is that similar surveys have been conducted in many other countries. This allows comparisons of data on the investment climate with countries in the region and similar countries from other regions. The findings and recommendations of this Nepal ICA will be of interest to the Nepalese government and policy makers, development partners, Nepalese business associations, and researchers on private sector development and investment climate issues in Nepal and the South Asia region.

In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

Book excerpt: Nepal: Urban Growth and Spatial Transition carries out an initial assessment of Nepal's urban growth and spatial transformation, with a focus on spatial demographic and economic trends, economic growth drivers and infrastructure requirements of Nepal's urban regions. The book notes that Nepal is the fastest urbanizing country in South Asia. The spatial transformation is characterized by fast growing population density in the Kathmandu Valley - Nepal's largest urban conurbation -, along the main highways and close to the border with India, and clustering of economic production in the Kathmandu Valley and in the Eastern and Western Tarai. Yet, urbanization has been less correlated with economic growth in Nepal than in other countries in South Asia. In spite of its remarkable progress in alleviating poverty, Nepal is caught up in a cycle of political instability and economic stagnation, with economic growth below 4 percent per annum over the last decade. Urban areas have distinct comparative advantage in cultural tourism services, crafts, and agro-processing, but they have not been able to turn them into competitive advantages. Lack of effective planning, and inadequate infrastructure are a major constraint for urban growth and competitiveness. Nepal needs to foster the sustainable growth of its urban regions, promote the development and regeneration of the Kathmandu Valley Metropolitan Region and enhance the competitiveness of strategic urban clusters - first and foremost tourism, agro-processing and handicraft - to unlock urban-based growth and ensure the sustainability of the spatial transformation.The study aims to stimulate evidence-based policy dialogue on Nepal's urban transition, and assist those working in the critical area for Nepal's economic development – the Government, the private sector, civil society and the development partners - in framing policies and interventions for addressing the challenges, and seizing the benefits of rapid urbanization.
