The focus of the analysis is on sustainability, neo-liberalism and planning. It is focused on two themes, namely use of place, which involves aspects of social sustainability, neo-liberalism and planning and impacts on the environment/landscape, which involves ecological sustainability and planning/traffic planning issues. Different theories are used in order to analyse the two themes in the context of the golf course development in Bara. The theories used here are built on academic literature about social and ecological sustainability, planning theory and neo-liberalism. Perkins' theory of commodification of rural spaces, Selberg's model of less impact in the environment by traffic, Clokes and Lapping's theoretical aspects of planning and rural planning, Chan and Lee's theory on social sustainability and Marsden's and Buttel's theory on rural sustainability are of special interest in this thesis. The development in Bara is strongly connected to the local environment and to aspects of economic development. It is therefore important to investigate this kind of rural development to see what impact it has on the environmental and social aspects in Bara.

In these places, different visions compete for dominance with respect to current and future land uses. Neighbours often view such urban greenspace as polluted, unkempt and weedy, harbouring undesirable biophysical features and people. These are spaces that often become the focus of some form of revitalization, reinvestment and restoration. From the perspective of civic authorities and urban planners, transforming post-industrial landscapes into disciplined and tended greenspace creates the urban conditions and signals of popular contemporary taste that attract investors, gentrifiers, and tourists. But post-industrial spaces are also places where unique and unpredictable human and ecological associations can emerge spontaneously. Such places may contain considerable ecological integrity and biodiversity and host human populations who find a home and respite in such ecologies. They also tell stories of an industrial and urban past that should be acknowledged, understood and (if suitable) celebrated. This volume explores the environmental justice and injustice dimensions of emerging urban post-industrial landscapes, including the ecological politics, cultural representations and aesthetics of these spaces. The problems are exacerbated through drought in many parts of the world. The improvement of the water quality itself and access to it have been major concerns for politicians and development agencies for over a decade. First officially formulated at the Rio Earth Summit of 1992, they have been restated or expanded since then. The UN Millennium Declaration of 2000 transformed general guidelines into specific targets. The international community pledged "to halve by 2015 the proportion of people who are unable to reach, or to afford, safe drinking water" and "to stop the unsustainable exploitation of water resources, by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies." Thus, ten years after Rio it is time to take stock. Based on the collective inputs of 23 United Nations agencies and convention secretariats, this Report offers a global overview of the state of the world's freshwater resources. It is part of an on-going assessment process to develop policies and help with their implementation as well as to measure any progress towards achieving sustainable use of water resources. Generously illustrated with more than 25 full-color global maps and numerous figures, the report reviews progress and trends and presents seven pilot case studies of river basins representing various social, economic and environmental settings: Lake Titicaca (Bolivia, Peru); Senegal river basin (Senegal, Mali, Mauritania, Guinea); Seine Normandy (France); Lake Peipsi/Chudskoe (Estonia, Russia); Ruhuna basin (Sri Lanka); Greater Tokyo region (Japan); and Chao Phraya (Thailand).
