This the Germans achieved at St. Quentin by the use of storm battalions and the method of infiltration. Their plan was bettered by F och by the use of his light tanks. There was now no need for a prolonged artillery bombardment the tanks were sufficient to sweep a path for the infantry. There was less need also for elaborate preparations before the battle, and consequently an attack could be rapidly designed for any area where the prospects seemed favourable. It was precisely this consequence of the new system of war which the German Staff did not grasp. They allowed an action which was based essentially on surprise to drift into a stationary battle. They permitted their army to become accroche', alike on the Somme, on the Lys, and on the Marne and, therefore, sooner or later they Were faced by Allied reserves and brought to a standstill. Their method could only hate suc-r ceeded had there been no such reserves - a point on which Ludendorfi was in singular error. There is a peculiarly ex asperating type of optimism which in those days our troops had to suffer from. I suppose we are win ning hands down, said the Cheerful Civilian, and the soldier, with Ypres raw in his memory, muld only call upon his gods and hold his peace. This conspiracy of silence may have served some purpose in keeping our nerves quiet, though the courage of the British people scarcely deserves to be rated so low but in concealing from us the greatest military performance in all our history, it prevented that glow and exaltation of the national spirit which makes armies and Wins battles. Before entering on the details of her campaign it is necessary to examine the nature of the military problem now presented to her, and the resources which she possessed to meet it. Her immediate and contiguous enemies were Austria and Bulgaria, and the first point to consider is the nature of her frontier. This frontier fell naturally into three sec tions. From Dorna Watra in the north to Orsova on the Danube the Transylvanian plateau, rimmed by a line of mountains, jutted out like a huge bastion into her territory, dividing Moldavia from Wal lachia. Here the border line, nearly four hundred miles in length, followed for the most part the crest of the hills. The northern part is known as the Southern Carpathians and the southern as the Transylvanian Alps, but it is all one mountain system. On the Rumanian side the heights fall steeply to the wooded foothills, but on the west the Slopes are easier towards the plateau.
