Book excerpt: The year 2000's most significant international event was, almost certainly, neither political nor military, but scientific - the announcement, in June, that the human genome had been almost totally decoded. Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.

The book explores how 'the neighbourhood' has been used in policy in the UK; what the 'appropriate contribution' of neighbourhood governance is and how this relates to concepts of multi-level governance; the tensions that are visible at the neighbourhood level and what this tells us about wider governance issues. The book explores and reflects on the notion of neighbourhood governance from a variety of perspectives that reflect the unique depth and breadth of the Centre's research programme. Neighbourhood governance is examined in relation to: multi-level governance and city-regions; local government; mainstreaming; cross-national differences in neighbourhood policy; community and civil society; diversity; different conceptions of democracy; and, evaluation and learning. Casey, Ford, and Rockefeller Foundations it was reported that a large number of American families are currently faring poorly in their struggle to provide for themselves. Low-income and poor families were found to contain one-third of all of the children in American working families. Low-wage jobs without benefits mean that families at or below the poverty line live a precarious existence. This four-volume set is designed to reveal, explicate, analyze, and assess the effects of an inadequate income on children. Each volume contains original essays written by an interdisciplinary roster of contributors. The first volume, Children and the State addresses policy and legislation that affect low-income families. One issue that is considered in this volume is the lack of a national housing policy in the United States. The second volume, Health and Medical Issues includes discussions on the status of Medicaid, the lack of mental health services available for low-income families, and the difficult-to-access healthcare for the rural poor. Volume three, Families and Children explores the effects of welfare reform, especially the issue of childcare and the increased work expectations of parents.
