Book excerpt: The Neighborhood Stabilization Program (NSP), which built on Community Development Block Grant concepts, was part of a package of U.S. Dept. of Housing and Urban Development (HUD) programs adopted to deal with the consequences of the housing market collapse. NSP had three rounds of funding, all directed toward assisting communities as they addressed the neighborhood effects of the wave of foreclosures that followed the end of the housing boom. The principal concern was that the foreclosures had a contagion effect, depressing the value and maintenance of surrounding properties and intensifying the crisis at the neighborhood level. This analysis focused on the second round (NSP2). It found that NSP2 was too modestly funded to consistently arrest the declines in property values or achieve the impacts that were hoped for. Book excerpt: I conducted a hypothetical case study on the 7900 block based on information from Generation Development Group's experience of the entire development process from acquisition and financing through construction and ultimately a sale using the NSP guidelines to estimate returns and cash flows. By using this property as the "model" for an average two-flat development we can then extrapolate using the findings from this example to determine the potential level of effectiveness the NSP program will have on the City of Chicago's median market value of homes, overall tax base and number of affordable units created. Those findings will then be compared to the stated goals of the City in an attempt to determine effectiveness of the NSP Program.

Book excerpt: During the 2007-2009 housing crisis, concentrations of foreclosed and vacant properties created severe blight in many cities and neighborhoods. The federal Neighborhood Stabilization Program (NSP) was established to help mitigate distress in hard-hit areas by funding the rehabilitation or demolition of troubled properties. This paper analyzes housing market changes in areas that received investments during the second round of NSP funding, focusing on seven large urban counties. Grantees used NSP to invest in census tracts with high rates of distressed and vacancy properties, and tracts that had previously received other housing subsidies. The median NSP tract received quite sparse investment, relative to the overall housing stock and the initial levels of distress. Analysis of housing market outcomes indicates the recovery has been uneven across counties and neighborhoods. In a few counties, there is some evidence that NSP2 activity is correlated with improved housing outcomes.
