On the philosophical level, the centers comprise one important element of a broad attack on Juvenile delinquency. On the action level, they are one way of dealing with problems of inhabitants of the inner city, a "place to go" for help. Services dispensed by centers may range from on-the-spot advice on problems requiring immediate attention, to long-term assistance with legal, employment, and personal problems. This report examines six neighborhood service centers receiving funds from the Office of Juvenile Delinquency and Youth Development. It describes the multitude of services offered and focuses on some basic issues that need to be resolved in order for these centers to make a more vital contribution toward meeting a community's needs.
