Book excerpt: This appendix, Part 3 of the 1985 Edition of the NEHRP Recommended Provisions, reproduces the provisions and commentaries that comprise Chapters 13 through 15 of the Applied Technology Council's 1978 report, Tentative Provisions for the Development of Seismic Regulations for Buildings (ATC 3-06). These chapters focus on existing buildings and they were not tested or evaluated during the BSSC Program on Improved Seismic Safety Provisions. They do, however, reflect considerable effort and the state of the art at the time they were developed; therefore, they have been included here for those readers who may wish to consider their use.

Book excerpt: Certain buildings are exempted and need not comply: Buildings for agricultural use are generally excepted by most codes from code requirements because of the exceptionally low risk to life involved. Normal one- and two-family dwellings in Seismic Index Areas 1 and 2 are excepted because they represent exceptionally low risks. Because of the unique structural character of the special structures identified in this section and other structures that are similar in character, it is impossible to provide a single standard of reference that would ensure an adequate identification of response characteristics and methods of design and still be usable by the majority of designers.

The “NEHRP Recommended Provisions for Seismic Regulations for New Buildings and Other Structures” (referred to hereinafter as the “Provisions”) present criteria for the design and construction of structures to resist earthquake ground motions. The purposes of these “Provisions” are as follows: 1. To provide minimum design criteria for structures appropriate to their primary function and use considering the need to protect the health, safety, and welfare of the general public by minimizing the earthquake-related risk to life and 2. To improve the capability of essential facilities and structures containing substantial quantities of hazardous materials to function during and after design earthquakes. The design earthquake ground motion levels specified herein could result in both structural and nonstructural damage. For most structures designed and constructed according to these “Provisions,” structural damage from the design earthquake ground motion would be repairable although perhaps not economically so. For essential facilities, it is expected that the damage from the design earthquake ground motion would not be so severe as to preclude continued occupancy and function of the facility. The actual ability to accomplish these goals depends upon a number of factors including the structural framing type, configuration, materials, and as-built details of construction. For ground motions larger than the design levels, the intent of these “Provisions” is that there be a low likelihood of structural collapse. These “Provisions” shall apply to the design and construction of structures—including additions, changes of use, and alterations—to resist the effects of earthquake motions. Every structure, and portion thereof, shall be designed and constructed to resist the effects of earthquake motions as prescribed by these “Provisions.”

FEMA-351 - Recommended Seismic Evaluation and Upgrade Criteria for Existing Welded Steel Moment-Frame Buildings. This publication provides recommended methods to evaluate the probable performance of existing steel moment-frame buildings in future earthquakes and to retrofit these buildings for improved performance. FEMA-352 - Recommended Postearthquake Evaluation and Repair Criteria for Welded Steel Moment-Frame Buildings. This publication provides recommendations for performing postearthquake inspections to detect damage in steel moment-frame buildings following an earthquake, evaluating the damaged buildings to determine their safety in the postearthquake environment, and repairing damaged buildings. FEMA-353 - Recommended Specifications and Quality Assurance Guidelines for Steel Moment-Frame Construction for Seismic Applications. This publication provides recommended specifications for the fabrication and erection of steel moment frames for seismic applications. The recommended design criteria contained in the other companion documents are based on the material and workmanship standards contained in this document, which also includes discussion of the basis for the quality control and quality assurance criteria contained in the recommended specifications. The information contained in these recommended design criteria, hereinafter referred to as Recommended Criteria, is presented in the form of specific design and performance evaluation procedures together with supporting commentary explaining part of the basis for these recommendations.

Some of these earthquakes will occur in highly populated and vulnerable areas. Coping with moderate earthquakes is not a reliable indicator of preparedness for a major earthquake in a populated area. The recent, disastrous, magnitude-9 earthquake that struck northern Japan demonstrates the threat that earthquakes pose. Moreover, the cascading nature of impacts-the earthquake causing a tsunami, cutting electrical power supplies, and stopping the pumps needed to cool nuclear reactors-demonstrates the potential complexity of an earthquake disaster. Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years. National Earthquake Resilience interprets resilience broadly to incorporate engineering/science (physical), social/economic (behavioral), and institutional (governing) dimensions. Resilience encompasses both pre-disaster preparedness activities and post-disaster response. In combination, these will enhance the robustness of communities in all earthquake-vulnerable regions of our nation so that they can function adequately following damaging earthquakes. While National Earthquake Resilience is written primarily for the NEHRP, it also speaks to a broader audience of policy makers, earth scientists, and emergency managers.
