This territory, inhabited largely by an urban or suburban population, has always been a kind of experimental station, from law-making to rain making, for the country; and the fact that there was fore shadowed much of the special legislation for the negro which has been embodied in the last three amendments of the Constitution, and that the life there presents many remarkable features and many extremes in various lines of human activity, makes the study interesting and instructive for the investigator. The manifestations of the character of the negro population in the District, which confront the stranger on every hand, were the incentives to the work which has resulted in the following pages, and the aim throughout has been to examine whatever material was available among official documents, the files of newspapers or in other publications, for the purpose of discovering the sources of conditions as they exist to-day, and by personal observation and inquiry among those best qualified to speak, to present those conditions in a light removed from mere theory or personal opinion.
