Within the negotiations very often the incorrect expectations about North Korea’s behaviour have made it harder to reach agreements with North Korea. On the other side North Korea’s negotiation strategy is still very non-transparent, changes regularly and does not provide many data about their policies, which makes it difficult to analyse its interests
