Book excerpt: Close to midnight on April 1, 2007, President Bush sent a message to the leaders of the House and Senate, notifying them of his intent to enter into a free trade agreement (FTA) with South Korea. The President's notification to Congress signified the completion of the negotiations on the U.S.-South Korea FTA (KORUS FTA) that the two countries launched on February 2, 2006, at South Korea's request. The negotiations covered a wide range of subjects, including a number of sensitive issues -- autos, agriculture, trade remedies, among others -- that have plagued the U.S.-South Korean trading relationship for decades. As a result, the FTA negotiations were at times contentious and their successful completion in doubt. Congress will have to approve implementation legislation for the KORUS FTA before it can enter into force. The negotiations were conducted under the trade promotion authority (TPA), also called fast-track trade authority, that the Congress granted the President under the Bipartisan Trade Promotion Act of 2002 (the Act) (P.L. 107-210). The authority allows the President to enter into trade agreements that receive expedited congressional consideration (no amendments and limited debate). The United States and South Korea conducted the FTA negotiations with a high degree of political risk for both countries, and that risk will likely carry over as their respective legislatures debate the merits of the FTA.

Book excerpt: Singapore is the first member country of the Association of Southeast Asian Nations (ASEAN) and second Asian economy after South Korea to have concluded a free trade agreement (FTA) with the EU, in October 2014. Moreover, this is the first comprehensive FTA negotiated and finalised by the EU after the Treaty of Lisbon came into effect. As a 'new generation' trade agreement, the EU-Singapore FTA (EUSFTA) in many aspects goes further than current World Trade Organization (WTO) commitments. Moreover, not only does the agreement provide improved access to the Singaporean market, it is also beneficial for European companies operating from Singapore across the Southeast Asian region. Following the conclusion of the EUSFTA negotiations, the Commission sought an opinion from the Court of Justice of the EU (CJEU) on the allocation of competences between the EU and the Member States. On 16 May 2017, the CJEU issued its opinion, stating that the EUSFTA also covers shared competences. As the EUSFTA is considered a model for successive new generation EU FTAs, the CJEU's opinion is extremely relevant for all ongoing FTA negotiations and pending agreements. Book excerpt: On 31 July 2003, the Senate and, on July 24, the House passed H.R.2739 (United States-Singapore Free Trade Agreement Implementation Act) which is to implement the U.S. - Singapore Free Trade Agreement (FTA). The FTA would, with a phase-in period, eliminate tariffs on all goods traded between the United States and Singapore, cover trade in services, and protect intellectual property rights. The agreement has received support from the business community and consumer organisations but has been criticised by labour and some environmental interests. Some of the specific concerns raised deal with the restrictions on penalties for unresolvable disputes over labour and environmental issues, the Integrated Sourcing Initiative, potential capital controls, temporary visas, and access for U.S. exports of chewing gum. Since Singapore is a relatively small economy, the economic effects of the U.S. - Singapore Free Trade Agreement, by themselves, are not likely to be great. free trade interests who would benefit from more liberalised trade, particularly in services, and labour or anti-globalisation interests who oppose more FTA's because of the overall impact of imports on jobs and the general effects of globalisation on income distribution, certain jobs, and the environment. Specific provisions of the agreement also have generated debate. This book discusses the problems and issues that the Free Trade Agreement has brought up.
