Book excerpt: To remain relevant in the 21st century, the Dutch need to rapidly develop an expeditionary Netherlands Stabilization and Reconstruction Force that will support its NATO and European allies with enabling capabilities and serve as a bridge between the end of combat operations or disaster and the point at which a civilian-led, re-building effort is up and running. After the conclusion reached by political leaders that the Netherlands Armed Forces are no longer needed to defend its territorial boundaries, it is time for a debate about the primary mission of the Dutch military. For the Dutch government, "Just Cause" to use force is more important than ever. Furthermore, recovery of international law and order is seen as the fundamental basis for future peaceful co-existence. War is viewed as legitimate only when the defeated nation and its population are supported by the reconstruction of their society and infrastructure. Against the national debate about the purpose and necessity of armed forces, and the reality that contemporary Dutch military operations do not involve major combat, it is the author's opinion that it is time for a new political and military reality. The classical way of war, the doctrine of ultimate and mass violence, has to change. The political choice must be made as to whether or not the Netherlands Armed Forces should obtain the capability for postwar operations and build a force that can conduct stabilization and reconstruction operations. The paper promotes such a transformation and refines its analysis by considering the pillars of DOTES: Doctrine, Organization, Training, Equipment, and Support.

Book excerpt: This book examines international military interventions that have supported stability in four communities in Afghanistan and Nepal, in an attempt to analyse their success and improve this in future. This is the first in-depth village-level assessment of how local populations conceive of stability and stabilisation, and provides a theory and model for how stability can be created in communities during and after conflict. The data was collected during field research from 2010-12. In Afghanistan the conflicts examined include the invasion of the Soviet Union in 1979, the civil war from 1992 and the rise and fall of the Taliban. In Nepal the research examined the origins of the Maoist movement and the start of the People’s War in 1996 to its completion in 2006 and the subsequent Madeshi Andolan in 2007. The book argues that international, particularly Western, notions of stability and stabilisation processes have failed to grasp the importance of local political legitimacy formation, which is a vital aspect of contemporary statebuilding of a ‘non-Westphalian’ nature. The interventions, across defence, diplomatic and defence lines, have also at times undermined one another and in some cases contributed to instability. The work argues that the theories that structure interventions to address threats to international stability in ‘fragile’ states are insufficient to explain or achieve the goal of stability. This book will be of interest to students of stabilisation operations, statebuilding, peacebuilding, counterinsurgency, war and conflict studies and security studies in general. Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

However, as the campaign has evolved and the insurgency has proved to more resistant and capable, key operational imperatives have emerged, including military support to the civilian development effort, closer partnering with Afghan security forces, and greater military restraint. All participating militaries have adapted, to varying extents, to these campaign imperatives and pressures. This book analyzes these initiatives and their outcomes by focusing on the experiences of three groups of militaries: those of Britain, Canada, Denmark, the Netherlands, and the US, which have faced the most intense operational and strategic pressures; Germany, who's troops have faced the greatest political and cultural constraints; and the Afghan National Army (ANA) and the Taliban, who have been forced to adapt to a very different sets of circumstances.
