Download or read book Navy Tactical Reference Publication Ntrp 4 04 2 9 Expedient Underwater Construct written by United States Navy and published by Createspace Independent Publishing Platform. This book was released on 2017-02-14 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: Navy Tactical Reference Publication NTRP 4-04.2.9 Expedient Underwater Construction and Repair Techniques August 2011 This underwater construction team (UCT) Navy tactical reference publication (NTRP) 4-04.2.9, Expedient Underwater Construction and Repair Techniques, does not pretend to cover all aspects of field repairs because no single job will be identical to one done in the past. Seabees are known for their ingenuity in solving problems when conventional techniques, tools, equipment, or materials are not available. UCTs are even more versatile! Remember, necessity is the mother of invention! The Expedient Underwater Construction and Repair Techniques Manual provides the petty officer in charge (POIC) of a UCT detachment with useful information to be applied to problems during war contingency and other emergency conditions. Repairs must be made quickly and with materials on hand, since it is expected that both repair time and logistics support will be minimal. This manual should stimulate ideas for the POIC and his or her personnel to consider when faced with expedient repairs. NTRP 4-04.2.9 covers only expedient techniques for urgent or emergency repairs. This manual may also serve as a training aid. The POIC will have other reference information made up of various manuals and handbooks for POIC use during deployment, including NTRP 4-04.2.8, Conventional Underwater Construction and Repair Techniques. This Expedient Underwater Construction and Repair Techniques Manual is complementary to NTRP 4-04.2.8. Techniques in NTRP 4-04.2.9 are higher risk than those of NTRP 4-04.2.8.

Book excerpt: Navy Tactical Reference Publication NTRP 4-04.2.8 Conventional Underwater Construction And Repair Techniques NTRP 4-04.2.8 AUGUST 2011 This manual has been prepared as a guide for the Navy's underwater construction team (UCT) personnel, the diving Seabees of the naval construction force, in conducting conventional operations. It is based on analysis of past UCT operations and equivalent commercial practice. It is to be viewed as a living document, subject to continual revision and updating as new or improved equipment and work techniques are developed. Feedback to the Naval Facilities Engineering Service Center (NFESC) of UCT field experience in using the techniques described herein, or modifications of these techniques, is strongly encouraged so that all UCT personnel can benefit from the experience of the individual team members. The procedures and techniques described in this manual must be carried out in conformance with Naval Sea Systems Command (NAVSEA) 0910-LP-106-0957, United States. (U.S.) Navy Diving Manual, standard UCT procedures, and other Navy practices, with safety as the primary concern. This manual is to be used as a supplement to standard Navy diving rules and procedures and not as a substitute. It is also not a substitute for the judgment of experienced field personnel actually performing the tasks. A document such as this can only provide general guidance for typical situations. Almost every assigned task will have special requirements and problems that must be evaluated and resolved by the personnel familiar with the particular situation.

This necessitates standardized construction project management for military engineers across the operational forces. Although the methods and procedures used in this publication are consistent with construction industry practices, military engineers face distinct challenges when operating in contingency operations. The fundamental principles in this publication apply to most construction projects, however, military engineers may adapt these principles to specific contingency situations.

Available in PDF, EPUB and Kindle. Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Other topics cover policy toward Latin America Africa, China, and Southeast Asia. The book is also a history of the Defense Department, including the continual development of the All-Volunteer Force and the organizational changes that saw improved policy formulation and acquisition decisions. Why buy a book you can download for free? We print the paperback book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the bound paperback from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these paperbacks as a service so you don't have to. The books are compact, tightly-bound paperback, full-size (8 1/2 by 11 inches), with large text and glossy covers. 4th Watch Publishing Co. is a HUBZONE SDVOSB. https: //usgovpub.com
