Among the most readily visible of these were operations carried out by Navy sailors serving ashore in the Middle East and Afghanistan, and the May 1-2, 2011, U.S. military operation in Abbottabad, Pakistan, that killed Osama bin Laden. During these years, the Navy took certain actions intended to improve its IW capabilities. For example, the Navy established the Navy Expeditionary Combat Command (NECC) informally in October 2005 and formally in January 2006. NECC consolidated and facilitated the expansion of a number of Navy organizations that have a role in IW operations. The Navy also established the Navy Irregular Warfare Office in July 2008, published a vision statement for irregular warfare in January 2010, and established "a community of interest" (COI) to develop and advance ideas, collaboration, and advocacy related to IW in December 2010. The Navy during these years also reestablished its riverine force and initiated The Global Maritime Partnership, which was a U.S. Navy initiative to achieve an enhanced degree of cooperation between the U.S. Navy and foreign navies, coast guards, and maritime police forces, for the purpose of ensuring global maritime security against common threats. In addition, the Southern Partnership Station (SPS) and the Africa Partnership Station (APS) were Navy ships, such as amphibious ships or high-speed sealift ships, that deployed to the Caribbean and to waters off Africa, respectively, to support U.S. Navy engagement with countries in those regions, particularly for purposes of building security partnerships with those countries and for increasing the capabilities of those countries for performing maritime-security operations. The Navy's current IW and CT activities pose a number of potential oversight issues for Congress, including how much emphasis to place on IW and CT activities in Navy budgets, particularly in a context of constraints on Navy budgets and Navy desires to devote resources to developing "high end" combat capabilities for countering improved conventional military capabilities of countries such as China and Russia.

Book excerpt: The growth of the terrorism threat to the nation's security has created significant strategic challenges for U.S. armed forces in fighting this global war on terrorism (GWOT). For the Navy, the challenges have centered on developing maritime capabilities to prosecute the GWOT as far forward as possible. To assist the Navy's planning in this area, the former Chief of Naval Operations requested the NRC to conduct an assessment of the adequacy of and prospects for improving the role of Naval Forces in the GWOT. The study developed a defense-in-depth framework as the organizing principle for the report. The report contains information as described in 5 U.S.C. 552(b) and therefore could not be released to the public in its entirety. The public version consists of an executive summary that presents an assessment of the transformation of naval forces for addressing the GWOT; a brief description of the defense-in-depth framework; and a list of findings and major recommendations.

The jointly signed document, "A Cooperative Strategy for 21st Century Seapower" outlines the increasing importance that littoral regions and inland waterways such as ports, harbors, and rivers have on our nation's security. The widening nature of this maritime domain will require greater cooperation with the U.S. Marine Corps, Coast Guard, and all of our international partners in the future to ensure stability and security in order to protect our nation from terrorist organizations. The author suggests that the Navy utilize a model developed by the Air Force Special Operations Command (AFSOC) to create an "IW Wing" of capabilities designed to build partnership capacity in areas such as foreign internal defense and security assistance. The foundation for such a "Wing" currently exists within the Naval Expeditionary Combat Command (NECC). The author concludes his research by recommending several initiatives to improve the capability of the Navy to provide security in the face of irregular threats. These initiatives include growing NECC and developing ways to recruit and retain quality people in the community, developing a cultural training center of excellence for deploying "expeditionary" Sailors, continuing to invest in key technologies, establishing a permanent unmanned aerial vehicle (UAV) squadron, and finally establishing an IW center of excellence within NECC. In addition, the author provides a future example of how the Navy and Coast Guard can further IW operations to promote stability and economic development in the Democratic Republic of Congo (DRC), thereby removing a potential safe haven for future terrorist activity."--Abstract from web site.

Specifically this study identifies current joint doctrinal treatment of IW and its aspects, to include content of ongoing revision efforts; identifies any joint doctrinal voids concerning IW and proposes courses of action for resolving identified voids; and identifies terminology implications/doctrinal issues related to IW. The study used a systematic approach by gathering pertinent information and then analyzing it in relation to IW. Thorough research and data collection was conducted on IW. Analysis centered on IW terminology and possible doctrinal voids and redundancies within the 10 IW activities (aspects) listed in the IW roadmap and, as a minimum, their associated joint publications (JPs). Conclusions were drawn regarding the doctrinal implications of IW. Finally, recommendations were made regarding the joint doctrinal treatment of IW and courses of action proposed for resolving identified joint doctrinal voids.

Book excerpt: U.S. Marines in Irregular Warfare: Training and Education is a brief history that recounts how the U.S. Marine Corps adapted to fight the Global War on Terrorism during 2000-10. The Marine Corps has a long history of fighting irregular wars, including the Banana Wars in Central America during the 1920s and the Vietnam War during the 1960s. To battle the insurgencies in Iraq and Afghanistan, the Corps drew upon this experience while also implementing new plans and programs to better prepare Marines to carry out counterinsurgency operations. The Marine Corps updated the curriculum at the Command and Staff College and transformed the annual Combined Arms Exercise into Exercise Mojave Viper: an immersive training program that simulated the urban environments in which Marines would be operating in Southwest Asia. Most importantly, Marines adjusted in the field, as battalion and company commanders drew on their basic training and education to devise innovative tactics to better combat the new threats they now faced. ?us, as this story shows, the Marine Corps did not undergo a radical transformation to fight in Iraq and Afghanistan, but instead drew on principles that had defined it as a warfighting organization throughout most of its history. Reveron, makes an important contribution to an unfolding debate on the global role of U.S. military forces in an era of transnational terrorism, failed or failing states, and globalization. Reveron, professor of national security decision making at the Naval War College, looks beyond the current conflicts in which the United States is involved to raise fundamental questions concerning the regional diplomatic roles of America's combatant commanders (COCOMs) and, more generally, the entire array of nonwarfighting functions that have become an increasingly important part of the day-to-day life of the American military as it engages a variety of partners or potential partners around the world. These functions are increasingly being given doctrinal definition and a larger role in U.S. military planning under the novel concept of “shaping.” This volume is intended to explore the notion of shaping in its various aspects, both generally and in several regional contexts. The changing role of the regional COCOMs (formerly CINCs) over the last dozen years or so is the focus of a paper by General Anthony Zinni, U.S. Marine Corps (Ret.), who provides a characteristically frank and illuminating account of his own tenure as commander of the U.S. Central Command, with responsibilities for the Persian Gulf and the greater Middle East. Papers by Commander Alan Lee Boyer, USN (Ret.), and Stephen A. Emerson examine maritime and regional security cooperation from the perspective of the U.S. European Command on the one hand and, on the other, the Combined Task Force–Horn of Africa, a joint organization headquartered in Djibouti that has played a critical role in recent years in strengthening the capabilities of countries throughout the region to improve their own security and counter terrorism. Two further chapters examine aspects of shaping from a global perspective. Ronald E. Ratcliffe provides a searching analysis of the “thousand-ship navy” initiative proposed several years ago by outgoing Chief of Naval Operations Michael Mullen, including the difficulties the U.S. Navy has had in operationalizing this concept—and the difficulties some of our allies and partners continue to have in coming to terms with it. Ratcliffe makes a number of useful recommendations as to how the Navy can make headway in the area of maritime security cooperation in the coming years, which is likely to figure prominently in the new maritime strategy the Navy is currently developing. Finally, Dennis Lynn looks at “strategic communication,” also a relatively new concept that is intended to bring greater coherence to the way the U.S. military thinks about the overall impact of its words and actions abroad and how it can better craft messages to shape the environment—friendly as well as adversarial—in which it finds itself today.
