Book excerpt: The purpose of this handbook is to set forth rules, regulations, and information pertaining to the occupancy of Military Family Housing (MFH) under the cognizance of Commander Naval Base, San Diego, (COMNAVBASE). The objectives of COMNAVBASE are to provide suitable family housing for military personnel and their dependents and, to make each housing area a quality, desirable, and respected neighborhood in which to live. All government housing residents, including dependents, guests, and visitors are subject to the requirements of Navy regulations, Civil Law, the California Motor Vehicle Code, and rules for occupancy of MFH. Residents are required to read and familiarize themselves with the housing occupancy rules and items of general interest published in this handbook. Upon assignment to quarters, all residents will acknowledge receipt of this handbook in writing.

The acquisition of Navy Family Housing can be broken down into several phases for programming and acquisition. The current housing situation for the military, the White House administration, the Congressional attitude, and the economic conditions of the nation all influence the policies and decisions made concerning navy Housing. Over the years, military housing has evolved into a form of entitlement. In the 1800's, the need to provide quarters for military families was recognized; a quarters allowance was established based upon a percentage of total pay. After World War II, the increase in the number of military families brought about an increased demand for military housing far in excess of supply. Congress funded several housing programs through the 1950's and 1960's. The current inventory of Navy Housing is now over 76,000 units worldwide. The objective of the Navy Family Housing program is to provide adequate, economical housing to eligible military personnel and their families by first utilizing community resources and then providing government quarters as required. Therefore, the purpose of the program is not a provide government quarters to all Navy families. However, housing is needed as a morale and retention factor, as a service at remote locations, and as a support function for certain mission-oriented activities.

Book excerpt: The Naval Facilities Engineering Command (NAVFAC) is responsible for family housing at Navy activities throughout the world. The methods used by NAVFAC to estimate family housing supply and demand have not changed significantly in almost 20 years. In response to demands for greater precision and responsiveness, closer scrutiny of Navy family housing programs, and internal quality management initiatives, NAVFAC asked LMI to study the entire requirements determination process. To make this process more effective and efficient, LMI recommends that NAVFAC take action in five broad areas. First, improve the base loading system through increased automation, improved information processing, and a streamlined schedule. Second, improve the family housing survey through forms redesign, revised sampling, and more effective editing. Third, improve the military and private housing asset data through simplified data entry, updated market share estimates, and standardized market analyses. Fourth, improve the overall understanding of the process and the utilization of its inputs/outputs through better training, documentation, and communications. Finally, as a longer-term activity, develop a system design and implementation plan for converting most of the processing from mainframe to personal computers.
