Available in PDF, EPUB and Kindle. Book excerpt: NAVSEA Cost Estimating Handbook (2005) *Printed in Black and White to reduce cost* Naval Sea Systems Command (NAVSEASYSCOM or NAVSEA) explains how a NAVSEA cost estimate is an assemblage of separate, distinct, and subordinate parts and each subordinate part is treated as a whole to be separated into its elements for examination, modification, and/or updating before becoming a part of a total estimate. The NAVSEA cost estimating process is at once analytical and synthesizing in nature using established methods and valid data, to estimate the future costs of a program, based on what is known today. It is an organized approach designed to accurately calculate the future costs of ships, submarines, and weapons systems. The management of a cost estimate involves continually updating the estimate with actual data as they become available, revising the estimate to reflect changes, and analyzing differences between estimated and actual costs-for example, using data from a reliable earned value management (EVM) system. Anyone that has ever managed a project knows the value of a good cost estimate. The ability to generate reliable cost estimates is a critical function, necessary to support the NAVSEA capital programming process. Without this ability NAVSEA is at risk of experiencing cost overruns, missed deadlines, and performance shortfalls-all recurring problems that program assessments too often reveal. Furthermore, cost increases often mean that NAVSEA cannot fund as many programs as intended or deliver them when promised. The methodology outlined in this guide is a compilation of best practices that federal cost estimating organizations and industry use to develop and maintain reliable cost estimates throughout the life of a NAVSEA acquisition program. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. We look over each document carefully and replace poor quality images by going back to the original source document. We proof each document to make sure it's all there - including all changes. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. Book Improving the Parametric Method of Cost Estimating Relationships of Naval Ships

Download or read book Improving the Parametric Method of Cost Estimating Relationships of Naval Ships written by Jeremy Ungtae Lee and published by . This book was released on 2014 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: In light of recent military budget cuts, there has been a recent focus on determining methods to reduce the cost of Navy ships. A RAND National Defense Research Institute study showed many sources of cost escalation for Navy ships. Among them included characteristic complexity of modem Naval ships, which contributed to half of customer driven factors. This paper focuses on improving the current parametric cost estimating method used as referenced in NAVSEA's Cost Estimating Handbook. Currently, weight is used as the most common variable for determining cost in the parametric method because it's a consistent physical property and most readily available. Optimizing ship design based on weight may increase density and complexity because ship size is minimized. This paper will introduce electric power density and outfit density as additional variables to the parametric cost estimating equation and will show how this can improve the early stage cost estimating relationships of Navy ships.

Download or read book A Study of Ship Acquisition Cost Estimating in the Naval Sea Systems Command written by INTERNATIONAL MARITIME ASSOCIATES INC WASHINGTON DC. and published by . This book was released on 1977 with total page 468 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a report about cost estimating in naval procurement and the ability of Navy estimators, particularly in the Naval Sea Systems Command, to adequately forecast required program funding. It is also an attempt to carefully ascertain where improvements can be made. It is recognized that the cost estimating problem is extremely complex and, if at all possible, improvements should be made. Obviously, the national interest is at the heart of the matter. It is believed that specific action can be taken by NAVSEA to improve its capability and inasmuch as other government and industrial organizations interact in procurement activities so profoundly, areas are pointed to where NAVSEA may want to suggest complementary actions by organizations outside its control.

This document is a summary of a much longer Final Report which examines these important issues in depth. To the extent a short summary can analyze complex problems and outline proposed solutions, this document addresses that objective. (Author).

Download or read book Navy Cost Estimate for the Realignment of the Naval Sea Systems Command from Arlington Virginia written by and published by . This book was released on 1995 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: We are providing this report for your information and use. The audit was made in response to a congressional request by Congressman Floyd D. Spence, regarding a Navy review of the scheduled move of the Naval Sea Systems Command (NAVSEA). The Deputy Secretary of Defense requested the Navy review of cost estimates based on Senator Charles S. Robb's concern over the wide disparity between the Cost of Base Realignment Actions computer model (COBRA) estimate of $74.5 million and the Navy's economic analysis estimate of $218 million for the realignment of NAVSEA. The Deputy Secretary of Defense directed the Navy to review the cost estimates to provide assurance that the 1993 Defense base realignment and closure (BRAC) decision remained valid. The Inspector General, DoD, agreed to review the Navy results for accuracy and reasonableness.

Book A Parametric Cost Model for Estimating Operating and Support Costs of U S Navy Non Nuclear Surface Ships

Download or read book A Parametric Cost Model for Estimating Operating and Support Costs of U S Navy Non Nuclear Surface Ships written by James M. Brandt and published by . This book was released on 1999-06-01 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: With few effective decision-making tools to assess the affordability of major weapon systems, management of total ownership costs is continually misunderstood. Cost analysis provides a quick and reliable assessment of affordability. Because there is no standardized method for calculating reliable estimates of operating and support (O&S) costs (the principal component of total ownership cost), this thesis formulates a parametric cost model which can be used to determine the annual O&S costs of U.S. Navy (non-nuclear) surface ships based on known (or assumed) physical characteristics and manpower expectations. Source data for the cost model is obtained from the Navy Visibility and Management of O&S Costs (VAMOSC) database, a historical cost database maintained by the Naval Center for Cost Analysis (NCCA). Through standard regression and data analysis techniques, cost estimating relationships are developed for three major cost drivers: ship light displacement, ship overall length, and ship manpower. The formulated parametric cost model is a top-level and fairly reliable representation of average annual O&S cost, and it can be used by the DOD cost community to perform component cost analyses or independent cost estimates.

Book Operating and Support Cost Estimating Guide Sample Analysis Navy Aircraft at DSARC I

Download or read book Operating and Support Cost Estimating Guide Sample Analysis Navy Aircraft at DSARC I written by COST ANALYSIS IMPROVEMENT GROUP WASHINGTON D C. and published by . This book was released on 1980 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: The following sample of a CAIG(Cost Analysis Improvement Group) Operating and Support Cost Estimate Report covering a hypothetical case has been developed to further assist the cost analyst in the preparation of cost estimating reports submitted to the DSARC and CAIG during the acquisition process of a new weapon system. The sample is intended to show an example of how Operating and Support Costs can be developed for CAIG review with available data bases and one example of an appropriate format for presentation of cost estimates. The existing A-7E data base was used only to illustrate the need to relate an estimate to an existing similar system and to ensure a constant relationship between values and the Cost Element Structure. Each case should address that data which is the most complete and accurate for its purposes. The level of detail depicted in this example may be greater than that which is available or appropriate to a specific case.

Book Defense Budget

Book excerpt: Since the Sept. 2001 terrorist attacks, Congress has provided about $800 billion as of July 2008 to the Dept. of Defense (DoD) for military operations in support of the Global War on Terrorism (GWOT). GWOT budget requests have grown in scope and the amount requested has increased every year. DoD uses various processes and the Contingency Operations Support Tool (COST) to estimate costs for these operations and to develop budget requests. This report assessed: (1) how DoD uses COST and other processes to develop GWOT budget requests; and (2) what actions DoD has taken to ensure COST adheres to best practices for cost estimation. Includes recommendations. Charts and tables.

Book Improving the Cost Estimation of Space Systems

Download or read book Improving the Cost Estimation of Space Systems written by Obaid Younossi and published by Rand Corporation Monograph. This book was released on 2008 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why have the costs of acquiring space systems been so high? What are the sources of the problems? To answer these questions, RAND researchers examined the sources of cost growth of Air Force space systems and undertook an extensive study of two space systems--the Space Based Infrared System-High (SBIRS) and the Global Positioning System (GPS)--including an evaluation of their sources of cost growth, an assessment of their approaches to technical risk assessment, and an examination of their acquisition policy adaptations and industrial base environments. The researchers recommend independent program assessment for space systems that emphasizes technical and program factors, and a modified organizational structure that maintains cost analyst independence. They also summarize the cost estimating best practices of several other government organizations.
