Book excerpt: In 1988, the U.S. Army Corps of Engineers began an investigation of the benefits and costs of extending several locks on the lower portion of the Upper Mississippi River-Illinois Waterway (UMR-IWW) in order to relieve increasing waterway congestion, particularly for grain moving to New Orleans for export. With passage of the Flood Control Act of 1936, Congress required that the Corps conduct a benefit-cost analysis as part of its water resources project planning; Congress will fund water resources projects only if a project's benefits exceed its costs. As economic analysis generally, and benefit-cost analysis in particular, has become more sophisticated, and as environmental and social considerations and analysis have become more important, Corps planning studies have grown in size and complexity. The difficulty in commensurating market and nonmarket costs and benefits also presents the Corps with a significant challenge. The Corps' analysis of the UMR-IWW has extended over a decade, has cost roughly $50 million, and has involved consultations with other federal agencies, state conservation agencies, and local citizens. The analysis has included many consultants and has produced dozens of reports. In February 2000, the U.S. Department of Defense (DOD) requested that the National Academies review the Corps' final feasibility report. After discussions and negotiations with DOD, in April 2000 the National Academies launched this review and appointed an expert committee to carry it out.

Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

This infrastructure includes flood control levees, multi-purpose dams, locks, navigation channels, port and harbor facilities, and beach protection infrastructure. The Corps of Engineers also regulates the dredging and filling of wetlands subject to federal jurisdictions. Along with its programs for flood damage reduction and support of commercial navigation, ecosystem restoration was added as a primary Corps mission area in 1996. The National Research Council (NRC) Committee on U.S. Army Corps of Engineers on Water Resources Science, Engineering, and Planning was convened by the NRC at the request of the Corps of Engineers to provide independent advice to the Corps on an array of strategic and planning issues. National Water Resources Challenges Facing the U.S. Army Corps of Engineers surveys the key water resources challenges facing the Corps, the limits of what might be expected today from the Corps, and future prospects for the agency. This report presents several findings, but no recommendations, to the Corps of Engineers based on initial investigations and discussions with Corps leadership. Book excerpt: The U.S. Army Corps of Engineers recently completed its feasibility study for the Upper Mississippi River-Ilinois Waterway, which was one of the agency's longest and most complicated studies in its history. The first two reports from this WSTB committee reviewed analytical aspects of the Corps feasibility study. Water Resources Planning for the Upper Mississippi River and Illinois Waterway considers the broader issue of managing the multiple resources of the Upper Mississippi River and Illinois Waterway, especially with regard to several, recently-issued NRC reports on Corps of Engineers planning procedures. The report finds that a key issue regarding planning decisions on these river systems is the ambiguity related to several different pieces of legislation and acts that govern river management, and thus recommends that the administration and Congress clarify the federal intent for managing this river and waterway system. The report recommends an independent, retrospective reivew of the experience with a federal inter-agency Principals Group, which was convened to provide guidance to the Corps study. It is also recommended that the Corps strive to incorporate flexible, adaptive management principles through its entire water planning program, including operations of the lock and dam system.

Today, national water needs and priorities increasingly are shifting to operations, maintenance, and rehabilitation of existing infrastructure, much of which has exceeded its design life. However, since the mid-1980s federal funding for new project construction and major rehabilitation has declined steadily. As a result, much of the Corps' water resources infrastructure is deteriorating and wearing out faster than it is being replaced. Book excerpt: For over a century, the federal government has constructed water resource projects for a variety of purposes, including flood control, navigation, power generation, and irrigation. While most municipal and industrial water supplies have been built by non-federal entities, most of the large, federal water supply projects in the West, including Hoover and Grand Coulee dams, were constructed by the Bureau of Reclamation (Department of the Interior) to provide water for irrigation. Growing populations and changing values have increased demands on water supplies and river systems, resulting in water use and management conflicts throughout the country, particularly in the West, where the population is expected to increase 30% in the next 20-25 years. In many western states, agricultural needs are often in direct conflict with urban needs, as well as with water demand for threatened and endangered species, recreation, and scenic enjoyment. Debate over western water resources revolves around the issue of how best to plan for and manage the use of this renewable, yet sometimes scarce and increasingly sought after, resource. Some observers advocate enhancing water supplies, for example, by building new storage or diversion projects, expanding old ones, or funding water reclamation and reuse facilities. Others emphasise the need to manage existing supplies more efficiently through conservation, revision of policies that encourage inefficient use of water, and establishment of market mechanisms to allocate water. Recent proposals to expand the Upper Mississippi River-Illinois Waterway (UMR-IWW) a major transportation route for products moving to and from Illinois, Iowa, Minnesota, Missouri, and Wisconsin have met with significant controversy. Some of this controversy centres on the cumulative environmental effects of the current navigation system and the proposed expansion. The Upper Mississippi River System (UMRS), which includes the navigation channel and surrounding floodplain supports an unusually large number of species for a temperate river. The UMR-IWW navigation system alters UMRS habitat and contributes to a decline in the abundance of some species. For example, locks, dams, and other channel structures inhibit the movement of fish between and within river segments; fill side channels, backwaters, and wetlands with sediment; and suppress plant growth by reducing water clarity.

Those who make policy for coastal and deltaic systems, as well as managers of natural resources, need high-quality science and engineering to guide their decisions. The Water Institute of the Gulf began operations in 2012 to address exactly this sort of challenge. Delta Waters offers advice to The Water Institute of the Gulf that it might use as part of its strategic planning process. This report focuses on strategic research to support integrated water resources management in the lower Mississippi River delta and includes international comparative assessments. The recommendations of Delta Waters promote a human and environmental systems approach to scientific research that supports integrated water and environmental resources management in the lower Mississippi River and delta, and offers ideas regarding comparative assessments with other, relevant deltaic regions around the world. Book excerpt: The Mississippi River is, in many ways, the nation's best known and most important river system. Mississippi River water quality is of paramount importance for sustaining the many uses of the river including drinking water, recreational and commercial activities, and support for the river's ecosystems and the environmental goods and services they provide. The Clean Water Act, passed by Congress in 1972, is the cornerstone of surface water quality protection in the United States, employing regulatory and nonregulatory measures designed to reduce direct pollutant discharges into waterways. The Clean Water Act has reduced much pollution in the Mississippi River from "point sources" such as industries and water treatment plants, but problems stemming from urban runoff, agriculture, and other "non-point sources" have proven more difficult to address. This book concludes that too little coordination among the 10 states along the river has left the Mississippi River an "orphan" from a water quality monitoring and assessment perspective. Stronger leadership from the U.S. Environmental Protection Agency (EPA) is needed to address these problems. Specifically, the EPA should establish a water quality data-sharing system for the length of the river, and work with the states to establish and achieve water quality standards. The Mississippi River corridor states also should be more proactive and cooperative in their water quality programs. For this effort, the EPA and the Mississippi River states should draw upon the lengthy experience of federal-interstate cooperation in managing water quality in the Chesapeake Bay.
