Competing claims of territorial sovereignty over islands and smaller features in the South China Sea have been a longstanding source of tension and distrust in the region. The United Nations Convention on the Law of the Sea (UNCLOS), which was concluded in 1982 and came into force in 1994, established a legal framework intended to balance the economic and security interests of coastal states with those of seafaring nations. China, today, is the focus of discussions due to its actions, particularly in the South China Sea, where territorial disputes have affected the stability of the region. The book contends that China's actions have not contributed to promoting confidence amongst its smaller neighbours who cannot flex their muscles in any dispute.

Recently it has become the locus of disputes that have the potential of escalating into serious international conflicts. Historical mistrust, enduring territorial disputes, and competing maritime claims have combined to weaken an at least partially successful regional security structure. Issues of concern include territorial sovereignty; disputed claims to islands, rocks, and reefs; jurisdiction over territorial waters, exclusive economic zones, and the seabed; regional and international rights to use the seas for military purposes; maritime security; rapid economic development; and environmental degradation. The fear is that increasing competition for energy and other resources will exacerbate conflicts and further fuel nationalism and sovereignty issues in the region. The SCS has an integrated ecosystem and is one of the richest seas in the world in terms of marine flora and fauna: coral reefs, mangroves, sea-grass beds, fish, and plants. National economic security can be easily affected by conflicts occurring in major international trade routes like the SCS, or how such an unclear situation might even give rise to environmental challenges in the future. The book creates an understanding as to why this region is important not only to the claimants but to global powers like the United States and India. The book examines current and potential conflicts in the South China Sea, and also evaluates how conflicts have been “managed” to date and suggests as to how they might be better managed in the future. Book excerpt: This book examines the interplay of two sets of policies: the Chinese government's policies to its borderlands and international relations. It proposes a conceptual framework and argues that China's policymakers fail to make complete use of the opportunities in the borderlands for accomplishing foreign policymakers' agenda to strengthen China's relations with other countries, neighboring ones in particular. As a result, these foreign policies reflect the political elites' inadequate consideration of the negative impact of these policies on the borderlands, and underscore their worry for territorial disintegration. Therefore these policies center on the pursuit of central control through exercising administrative-military coercion, making the borderlands economically dependent, standardizing the cultural identity, and indoctrinating CCP-defined ideology. The challenges of the borderlands to the national integration are exaggerated so much that political elites pursued control and standardization at the expense of the identification of many people in borderlands with the regime, China's international image and the relations with its neighbouring countries.
