Book excerpt: Each year, over 1.2 million children and youth identified as homeless in the nation's schools experience the educational disruption that is caused by not having a safe and stable place to live (NCHE, 2014). Homeless children and youth face educational challenges that include a lack of basic necessities, such as food, clothing, and medical services; discontinuity of education due to mobility; and trauma caused by the chaos, poverty, and instability of their family's circumstances, or in the case of an unaccompanied homeless youth, their own circumstances. Many homeless children and youth have disabilities that create additional challenges for educational progress. Educational barriers homeless children and youth with disabilities face include: (1) not being identified as needing special education services; (2) difficulty with diagnosis due to mobility and other stressors; (3) lack of timely assessment, diagnosis, and service provision; (4) lack of continuity of services due to school transfers; (5) lack of timely or efficient records transfer when enrolling in a new school; and (6) lack of an available parent or surrogate to represent the child or unaccompanied youth. Coordination between education for homeless children and youth (EHCY) programs, which implement the McKinney-Vento Act, and special education programs, which implement IDEA, is key to ensure that homeless children and youth with disabilities receive the full range of services to meet their complex needs. Yet, many school districts or local educational agencies (LEAs) struggle with aligning laws, policies, and practices across programs to best meet the needs of these students. This brief offers some practical strategies to help local homeless education liaisons (subsequently referred to as local liaisons) and special education program administrators create a coordinated approach to serve homeless children and youth with disabilities. Drawing on good practices shared for over a decade, including a policy forum hosted in 2008 by the National Center for Homeless Education (NCHE) and the National Association of State Directors of Special Education, the brief features a collaborative process that will enable local EHCY and special education staff to work through complex issues from an administrative and policy perspective. It provides federal funding to states, which then distribute the funds to their school districts through a competitive application process; the funds are used to ensure that children and youth experiencing homelessness have access to the free, appropriate public education to which they are entitled under federal law. This publication was developed from the McKinney-Vento Act and Individuals with Disabilities Education Act (IDEA) administrators one-day web-based policy forum co-hosted by the National Center for Homeless Education (NCHE) and Project Forum at the National Association for State Directors of Special Education (NASDSE). In June 2008, NASDSE and NCHE convened online state and local teams of McKinney-Vento and IDEA Part B and Part C administrators from Colorado, Texas, and Virginia. The purpose of this forum was to develop a collaborative process and identify strategies to enable state and local IDEA and McKinney-Vento staff to think through complex issues from an administrative and policy perspective. This brief was developed to assist in addressing complex issues that arise in applying the McKinney-Vento Act and IDEA to children who experience homelessness and have disabilities. Book excerpt: If health policy truly seeks to improve population health and reduce health disparities, addressing homelessness must be a priority Homelessness is a public health problem. Nearly a decade after the great recession of 2008, homelessness rates are once again rising across the United States, with the number of persons experiencing homelessness surpassing the number of individuals suffering from opioid use disorders annually. Homelessness presents serious adverse consequences for physical and mental health, and ultimately worsens health disparities for already at-risk low-income and minority populations. While some state-level policies have been implemented to address homelessness, these services are often not designed to target chronic homelessness and subsequently fail in policy implementation by engendering barriers to local homeless policy solutions. In the face of this crisis, Ungoverned and Out of Sight seeks to understand the political processes influencing adoption of best-practice solutions to reduce chronic homelessness in US municipalities. Drawing on unique research from three exemplar municipal case studies in San Francisco, CA, Atlanta, GA, and Shreveport, LA, this volume explores conflicting policy solutions in the highly decentralized homeless policy space and provides recommendations to improve homeless governance systems and deliver policies that will successfully diminish chronic homelessness. Until issues of authority and fragmentation across competing or misaligned policy spaces are addressed through improved coordination and oversight, local and national policies intended to reduce homelessness may not succeed.
