As new operational concepts evolved, the Marine Corps identified requirements for naval surface fire support and the Navy began developing two systems to meet these needs-the Extended Range Munition for existing classes of ships and the future Zumwalt class destroyer. GAO was asked to address (1) whether requirements for fire support have been established and (2) the Navy's progress on the Extended Range Munition, Zumwalt class destroyer, and follow-on systems. GAO also analyzed whether these Navy systems fulfill the requirements and whether gaps remain. To address these objectives GAO analyzed key documents on requirements and programs and held discussions with officials from the Navy and Marine Corps as well as other interested organizations.

Book excerpt: Key threat trends have identified shortfalls in Naval Surface Fire Support (NSFS), a mission area that is undergoing rapid evolution. The Navy's ability to effectively provide sea-based fire support to ground forces is profoundly challenged by mobile and reduced dwell time targets. Furthermore, longer range enemy weapon systems, which must be destroyed at greater ranges prior to their engagement of friendly forces, will make NSFS timeliness a difficult proposition. To overcome these threat trends, the United States is developing sophisticated weapons that promise increased lethality, greater ranges and improved responsiveness. However, the development of robust firing policies to ensure effective weapon utilization has lagged behind the hardware. Existing computer models and simulations have not addressed the question of NSFS gun/missile firing policy. This thesis develops the Naval Surface Fire Support Simulation (NSFSSim) model, a discrete-event simulation that serves as an analysis tool to determine favorable firing policies for future NSFS gun and missile systems in support of determining the appropriate NSFS weapons mix. NSFSSim models ships and their associated NSFS weapons in counterbattery and call fire missions against mobile, reduced dwell time targets. Exploratory analysis using NSFSSim yields useful insights, and the component-based architecture underlying the model provides significant flexibility for further analysis.

These operations, the result of an increasingly complex international security environment, hint at future missions involving Amen can forces aimed at protecting U.S. interests worldwide. To engage and defeat future threats to our national security, the Army must transform itself into a more strategically responsive, lethal force. The Army is faced with the challenge of lightening the force while simultaneously increasing its survivability and lethality. Reach back technologies from sea, air, and space can provide Army units with added lethality without encumbering them further. This thesis analyzes the ability of the Army to effectively utilize Naval Surface Fire Support (NSFS) to provide indirect fire in support of brigade-sized units. The Fire Support Simulation Tool (FSST) takes the capabilities and limitations of weapon systems being studied and simulates their employment in the context of a well-defined scenario for analysis. The output from the simulation provides the input for the analysis of NSFS. By comparing the utility of several well-constructed courses of action, the FSST can help decision-makers determine the effectiveness of NSFS within the context of the scenario being considered. This manual is a guide to action for the employment of fire support in decisive action as a part of unified land operations. The foundation of unified land operations is built on initiative, decisive action, and mission command-linked and nested through purposeful and simultaneous execution of both combined arms maneuver and wide area security-to achieve the commander's intent and desired end state (Army Doctrine Publication (ADP) 3-0). The challenges of future armed conflict make it imperative for the Army to produce leaders and forces that exhibit a high degree of operational adaptability. Achieving the necessary level of operational adaptability requires the Army to build upon a foundation of two broad responsibilities within the framework of fullspectrum operations-Army forces conduct combined arms maneuver (CAM) to gain physical, temporal, and psychological advantages over enemy organizations. Applying an expanded understanding of combined arms, Army forces integrate the combat power resident in the Army's six warfighting functions with a wide array of related civil and military capabilities to defeat enemies and seize, retain, and exploit the initiative; and Army forces conduct wide area security (WAS) to consolidate gains, stabilize environments, and ensure freedom of movement and action. This publication identifies the principles of fire support, describes the fires warfighting function in terms of its major components, functions, and required products and describes how fire support is employed in terms of the operations process. The scope of this publication is broad in its focus in order to deal with the fire support structure as a complete entity. It gives equal treatment to the diverse assets that are designated as fire support resources. The successful employment of fire support depends on the synchronization of all forms of fire support with all warfighting functions. This fire support keystone doctrinal manual should be used by commanders and staff who must employ fire support within their operations. Fire support is provided by mortars, cannon field artillery, rockets, missiles, naval surface fire support (NSFS), non-Army attack helicopters, fixed-wing aircraft, and unmanned aircraft systems. Fire support may be enhanced by those systems that enable the conduct of electronic attack. This publication describes the field artillery as the principal means of fire support available to the commander, and charges the field artillery to integrate, coordinate and synchronize all available fire support with the commander's concept of operations. This is the ultimate challenge of fire support. This FM helps commanders and their fire support staff officers and fires unit commanders meet this challenge by providing a clear and concise picture of fire support and why it must work as a unified system.
