Four alternative concept development plans are evaluated in detail. A Cultural Resources Assessment of Effect (CRAE) has been prepared concurrent with this Environmental Impact Statement, as is an update to the 1995 Transportation Management Plan for the Washington Navy Yard.

Book excerpt: This report responds to your request that we review the Navy's planned relocation and consolidation of the Naval Air Technical Services Facility and the headquarters of the Naval Aviation Engineering Service Unit, currently located in Philadelphia, Pennsylvania, to the Naval Air Station at North Island, California These actions are being taken in response to the recommendations of the 1995 Base Closure and Realignment (BRAC) Commission. You noted a change to the Navy's original plan regarding how these functions would be consolidated at North Island. On the basis of questions raised in your request and discussions with your office, this report addresses (1) the current plan's compliance with the Commission's recommendations, (2) the effect of the new alignment on the original savings estimate, (3) the cost estimate associated with moving the Technical Services Facility and the Engineering Service Unit functions to North Island, and (4) the feasibility of consolidating these functions at less cost in Philadelphia.

It examines the Base Realignment and Closure Commission (BRAC) and Navy Base Structure Committee (BSC) functions and actions. Naval Air Station Whidbey Island, Washington is employed as a case analysis to gain insight into the process of evaluating the various factors that must be considered in the decision whether a base should be closed. The study also assesses the most likely and best options for NAS Whidbey in future rounds of base closure and realignment. This thesis draws upon previous research conducted by government, military and private organizations in analysis of the base closure process. It attempts to provide insight into the significant economic dependencies of many civilian communities on income generated by military bases. The conclusions and recommendations drawn from this research hopefully will prove useful to students of the base closure and realignment analysis and decision process in future years.

Book excerpt: This Base Realignment and Closure (BRAC) Cleanup Plan (BCP) describes the status, management and response strategy, and action items related to Cameron Station's ongoing environmental restoration and associated compliance programs. These programs support full - restoration of the installation property, which is necessary to meet the requirements for property disposal and reuse activities associated with the closure of the installation. The scope of the BCP considers the following regulatory mechanisms: the BRAC Act; National Environmental Policy Act (NEPA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Community Environmental Response Facilitation Act (CERFA); Resource Conservation and Recovery Act (RCRA); and other applicable laws. The Cameron Station BCP is a dynamic planning document which was developed by a BRAC Cleanup Team (BCT) consisting of U.S. Army, U.S. Environmental Protection Agency Region III (USEPA), and State of Virginia Department 9f Environmental Quality (VDEQ) representatives. It was necessary to make certain assumptions and interpretations to develop the schedule and cost estimates provided in this plan. The BCP will be updated regularly to reflect the current status and strategies of remedial actions, compliance programs and disposal and reuse planning. This document is the second in a series of updates/modifications and represents conditions and strategies as of January 1995.
