Excerpt: ...ships with numerous guns, such as Dupont employed at Port Royal and Farragut on the Mississippi, might have run by, depending for their success upon beating down the forts' fire by their own superior volume of fire. The two reasons why this was not attempted are very instructive, one is a tactical matter, the other concerns strategy and diplomacy. Ist. After passing Sumter the ships would have found themselves in the center of the inner circle of fire from the upper forts and there would have been no place for stopping until they had passed the city and gone some miles up the Cooper river. Here they would have been cut ofi from supplies of coal, provisions and ammunition, because their army support was operating on the beach on the other side of the city, and could not cover their communications with the sea. As the ships could not be stripped of their crews to occupy the city, nothing could have been done except run out again before the coal and ammunition should be totally exhausted. 2d. If in passing either way a ship or two should have been sunk, or abandoned after grounding under fire, and afterwards recovered by the defence, the efi-lcacy of the blockade would have been impaired seriously, and the blockade was the point in regard to which the unfriendly feeling of Europe found its best diplomatic ground of interference. It was therefore unwise to run by the forts unless the army should also have established itself behind the outer forts. It seems from all the evidence available that the key of the defences of Charleston lay at Fort Johnston and that James Island was not very strongly held at this time. I00,000,000 Following these estimates would appear all the matter in the bill relating to legislation of various character now found there. The appropriations for the Naval Academy and for the marine corps would next appear. And finally the provision for unexpended balances of prior appropriations being continued and made available would be inserted. Comparison with the current appropriation bill will show that the list of estimates above has been made up by placing each of the appropriations under one title, as far as possible, and those not capable of being so placed have been distributed among the titles in the proportions which past expenditures indicated as probable for the ensuing year. Undoubtedly, had these distributions been made by the bureaus concerned, at the time the estimates were originally submitted, the proportions would have ' differed from those chosen. However, the principle would have remained the same. In handling such a bill very much the same methods as those now employed would be followed. Each bureau would submit its own estimates, and would explain them to the Congressional committees. Items would be stricken out, decreased or increased, as at present.
