As advanced military technologies become available to existing and potential adversaries, the Navy's ability to maintain freedom of action in these coastal regions will likely become challenged. A force protection scheme for naval operations in the littorals that supports the "full-dimensional protection" concept discussed in Joint Vision 2010 has yet to be developed. Naval force protection must consider the challenges associated with naval operations in confined waters. Increased risk must be managed as maneuver space is restricted and time to react to an adversary's actions is significantly reduced. Forms of power projection need to be developed that match force protection capabilities with the threats and reduce the risk to forces operating forward. Any force protection scheme must remain realistic, flexible, and operationally executable. It necessitates achieving information superiority over the enemy, establishing an extended reach capability for delivering fires, and the operational dispersion of naval forces. The next few years are a critical period for the U.S. Navy as potential adversaries seek to exploit an ever increasing number of military options offered by technological developments. Technology is accelerating the need for JV 2010 doctrine development. It must be designed so that force protection and the manner in which forces are organized achieve a good fit with technology

For the Navy, the challenges have centered on developing maritime capabilities to prosecute the GWOT as far forward as possible. To assist the Navy's planning in this area, the former Chief of Naval Operations requested the NRC to conduct an assessment of the adequacy of and prospects for improving the role of Naval Forces in the GWOT. The study developed a defense-in-depth framework as the organizing principle for the report. The report contains information as described in 5 U.S.C. 552(b) and therefore could not be released to the public in its entirety. The public version consists of an executive summary that presents an assessment of the transformation of naval forces for addressing the GWOT; a brief description of the defense-in-depth framework; and a list of findings and major recommendations.

Book excerpt: Among the challenges facing the United States in the post-Cold War world is an emerging threat from trans-national or non-state actors who will elect to use terrorism to achieve their ends because of their inability to meet the United States face to face militarily. Recent studies have indicated that while the threat of terrorism has decreased some in recent years, the severity of recent terrorist acts has actually increased, and is expected to continue in that trend. In light of the current overarching U.S. military strategy of forward presence and global engagement, today's U.S. Naval forces are more forward deployed to a range of theaters than ever before. Such forward presence does not afford the luxury of forces being able to operate from the relative safety of "Blue Water", but instead requires that they be engaged in the complex--and sometimes highly dangerous--littorals. The threat today in the littorals from non-state actors is also increasing; and the recent attack on the USS Cole seems only the latest evidence. The U.S. Coast Guard--a unique instrument of national security--more than ever has the ability to demonstrate a greater role in the force protection of forward deployed naval forces. Additionally, the threat to U.S. coastal security, particularly in critical strategic commercial and military ports is also growing. The U.S. Coast Guard must also rise to new challenges in this arena by addressing with other agencies, and then taking firm action to safeguard the future security of U.S. ports and harbors.

Naval surface forces are the most viable method of access by virtue of their ability to place the Joint Force within range of mission requirements through free transit of international waters. Potential adversaries possess three widely proliferated and highly effective means of denying access to naval surface forces: sea mines, cruise missiles, and diesel electric submarines. Current doctrine is insufficient to counter these threats in the littoral. This paper examines anti-access strategies and the challenges of operating naval surface forces forward in the littoral. Threats are discussed in depth to include illustrative historical examples, weapon-specific assessment of operational threat, and scrutiny of current operational doctrine. Finally, the paper considers current debate concerning access denial and develops recommendations for how best to prepare the Joint Operational Commander and naval surface forces to confront and defeat the anti-access threat.

This paper will analyze the adequacy of current methods for operational protection of naval forces in the littoral by looking at the effect of the sea coast environment, the characteristics of a 'credible' coastal navy, and current doctrine/technology The author hopes to lead the reader to the conclusion that current methods are inadequate. Today, the United States relies too heavily on technology as a panacea for operational ills. In the fast paced littoral, technology will not be enough; also necessary will be the operational commander's ability to design operations that maximize our advantage over an adversary. As a starting point, this paper will emphasize the need for development of doctrine to support the concept of littoral control. Once established, commanders will have a framework from which innovative operational design will result.

To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

To that end, the work bridges the gap between the thinking of American naval officers and planners on the one hand and academic analyses of Navy strategy on the other hand. Book excerpt: This study focuses on providing force protection for the Navy's future minimally manned surface combatants. Following the attack on the USS Cole, force protection became the Navy's primary warfare concern. In order to add experience and defensive depth, United States Coast Guard Port Security Units augmented Navy ships' force assets in providing Antiterrorism and Force Protection. Concurrently, the Navy set out to build the next family of surface combatants, the DD (X) class. One of the cornerstones of the program, as specified in the operational requirements document (ORD), is that the DD (X) have an optimally sized crew of 95, not to exceed 150. This is nearly a 70 percent reduction from surface combatant crew sizes of today. How can the Navy reasonably expect to provide force protection for minimally manned combatants when it is having trouble doing so today? This study examines the tasks required to provide adequate force protection, the manning required to perform those tasks, and the associated manning costs. The analysis determined that the new DD (X) class will only be able to perform the force protection tasks if manned near the 150 personnel mark, and even then will require a security augmentation force, such as a Port Security Unit (PSU). The appendixes provide a force protection task list, USS Yorktown manning information and inport watchbill, PSU manning information and watchbill, PSU master training list, U.S. Coast Guard estimated PSU deployment costs, and DD (X) class manning information and costs. (13 tables, 3 figures, 52 refs.).

Book excerpt: In 2003, the Systems Engineering and Analysis students were tasked to develop a system of systems conceptual solution to provide force protection for the Sea Base conceptualized in the 2002 Expeditionary Warfare study. The Systems Engineering and Analysis Team used the Systems Engineering and Management process as the primary methodology to complete this multidisciplinary task. Survivability was identified as the most critical factor for evaluating the protection of the Sea Base and its transport assets. Threats to the Sea Base were reviewed, analyzed, and prioritized. System design and analysis focused on preliminary analyses of various sensors, search concepts, and weapons. These preliminary analyses identified capability gaps that were translated into functional concepts and proposed architectures for detailed modeling and analysis. These proposed architectures were identified as either Point or Distributed. In order to adequately determine the relative performance of the proposed architectures generated by the team, a thorough and systematic design of experiments was developed and applied in the Naval Simulation System and EXTEND. Based on the results obtained, the Systems Engineering and Analysis Team determined that a Distributed Sensor and Weapons architecture would significantly increase the survivability of future Expeditionary Warfare forces.

Currently, force protection professionals utilize multiple sources of information regarding capabilities of systems that are available, and combine that knowledge with the requirements of their installation to create an overall plan. A crucial element missing from this process is the ability to determine, prior to system procurement, the most effective combination of systems and employment for a wide range of possible terrorist attack scenarios. This thesis is inspired by the work done by James Harney, LT, USN (2003). The thesis will expand the Anti-Terrorism Force Protection Tool developed during the original thesis by including the capability of testing force protection measures in multiple scenarios by utilizing models of force protection equipment and forces, virtual worlds of existing naval facilities, and terrorist agents that exhibit intent and behavioral characteristics which can test the effectiveness of the force protection equipment used. The result of this work is a scalable and repeatable methodology for generating large-scale, agent-based simulations for AT/FP problem domains providing 3D visualization, report generation, and statistical analysis.

Book excerpt: Rear Admiral Veri began with two points: (1) force protection as defined as "all measures and means to minimise the vulnerabilities of personnel, facilities, equipment and operations to any threat and in all situations, to preserve freedom of action and the operational effectiveness of the force"; and (2) the domains of "force protection" and "self defence" are dramatically convergent in modern littoral scenarios, since maritime forces are subjected to constant threats that may at any time disrupt the capability to successfully accomplish their missions. There are three core capabilities that maritime forces must have to accomplish their missions: to move, to fight, and to survive. These capabilities have to be constantly exercised and reviewed, in line with the peculiar scenarios of employment, increasingly characterised by factors such as multidimensionality, uncertainty and speed of change. In such complex, uncertain and rapidly evolving scenarios, force protection becomes one of the key elements that add value to the ability to survive. The admiral then looks atone additional element, which I deem essential for the effectiveness of force protection in the years to come: the decision making process. This is a key enabling factor, horizontally related to all the aforementioned elements, aiming to increase the efficiency and timeliness of engagements. Indeed, only an appropriate decision making process allows the kind of "prompt reactions" that can effectively defend our forces when caught in critical situations. A high standard of "decision making" requires two key elements: information availability and the capability to timely process that information.

The Joint Force needs access and freedom of action in the littorals in order to accomplish strategic and operational objectives. Maritime forces can assist in providing operational protection for complex joint operations through concepts like Sea Shield that encompasses the newest technologies, distributed sensors, and a fully networked architecture. To work effectively, it will be vitally important that the Joint Force Maritime Component Commander's (JFMCC) planning and execution is fully integrated and synchronized with the Joint Task Force. An agile and collaborative JFMCC command and control structure and process can facilitate this integration and synchronization. Ultimately, the JFMCC will contribute to the operational protection of the joint maritime force in the littorals by setting and prioritizing objectives, integrating forces, and synchronizing actions.

While the general public may not be conversant with what exactly the Marine Corps is or does, our fellow citizens display an intuitive understanding that in times of trouble the Marines stand ready to do whatever has to be done. In recent years, their confidence has been reinforced by the performance of Marines in toppling the regime in Iraq, eradicating the ensuing endemic violence within that country's al Anbar Province, and in numerous humanitarian assistance operations worldwide. This flexibility and dependability has been captured in the expression, “No better friend, and no worse enemy.” We have a long track record of success spanning recently from Al Anbar province, to the Barbary Wars and suppression of the slave trade in the early 19th century. These are complex problems in which purely military solutions will not suffice—because the fundamental causes of the conflict are often a complicated combination of security, economic, political and social issues. What assured littoral access and responding to crisis have in common is that they require forces that are strategically mobile, operationally flexible, and tactically proficient. These three defining traits allow the Marine Corps to meet this standard: our naval character, our high state of mental and material readiness, and an exceptional degree of military professionalism. These capabilities and traits ensure that the Marine Corps can effectively support joint force actions to “prevail in today's wars; … prevent and deter threats against the United States, its interests, and our allies and partners; and prepare to defend the United States in a wide range of contingencies against state and non-state actors.” This third edition of the Marine Corps Operating Concepts (MOC) provides a conceptual guide for current and future force development and experimentation. The ideas put forth in this volume are meant to inspire discussion, debate, and innovation during the capability identification and solution development process. It is built around the premise that sea-based Marines must be organized, trained, and equipped to “engage, respond, and project.” In order to meet the Nation's needs, the Marine Corps must enhance its ability to engage with a wider set of partners in order to build capability, forge solid relationships, and promote diplomatic access. At the same time, Marine Corps forces must remain ready to respond to crises—whether natural or man-made. They must also be able to project power—either “soft” or “hard” as the situation requires—from the sea. Collectively, these enhancements will expand the Marine Corps' contribution to preventing conflict, protecting national interests, and assuring overseas access.
