During the engrossing labors of a previous command of a new vessel which I had commissioned, I was importuned by the executive officer and others to Write internal rules and regulations. I had often before been requested to do so, but my mind had been always persistently opposed to it. Yet it seemed positively necessary to have some regulations Of details of duty, whereby the young volunteer o icers might be guided as well as instructed. I therefore resolved to make the attempt, and in so doing, I found that in order to explain clearly the exceptions to rules, and how and when to make them, was the most difficult thing to perform of the whole task. Every rule must have its exceptions. Hence it was that, in the endeavor to state things clearly, and not to have a constantly recurring clash of orders and counter orders and disorders, my labors swelled into the proportions of atomic. I gave up the attempt as a failure, knowing that experience, good judgment, in fine, educa tion, must be the reliance of a commander upon his subordinates. The result of all this is a book, and one which I modestly hope may be productive of far more good to our growing navy than any system of rules and regulations. John McIntosh Kell was an experienced, proven military man, a graduate of Annapolis, a veteran of the Mexican War and of Admiral Perry’s voyage to Japan. As a Confederate officer, Kell served first on the raider Sumter and then on the Alabama. At sea for only 22 months, the Alabama engaged nearly 300 northern merchant vessels, burning 55 of these transport ships along with their million-dollar cargoes. Though First Lieutenant ("Luff") Kell was apparently content to let his captain, Raphael Semmes, take credit for their accomplishments, Semmes acknowledged that his successes were due largely to the energy and resourcefulness of his second in command. Life on the commerce cruisers was hard and tedious, and much of the responsibility for running the day-to-day operations, including the disciplining of a largely mercenary crew, rested on Kell, whose sense of duty and loyalty did not waver. Norman C. Delaney bases his account of this remarkable naval officer’s experiences on the interviews Kell granted to news reporters during the 1880s and 1890s (previously neglected by historians) and his memoirs, published in 1900 as Recollections of a Naval Life. He supplements these materials with records from Kell’s earlier years, including letters, journals, diaries, and contemporary observations. Book excerpt: Following the loss of the CSS Arkansas in early August 1862, Union and Confederate eyes turned to the Yazoo River, which formed the developing northern flank for the South's fortress at Vicksburg, Mississippi. For much of the next year, Federal efforts to capture the citadel focused on possession of that stream. Huge battles and mighty expeditions were launched (Chickasaw Bayou, Yazoo Pass, Steele's Bayou) from that direction, but the city, guarded by stout defenses, swamps, and motivated defenders, could not be turned. Finally, Union troops ran down the Mississippi and came up from the south and the river defenses and the bastion itself were taken from the east. From July 1863 to August 1864, sporadic Confederate resistance necessitated continued Federal attention. This book recounts the whole story.
