The effort to limit military power has enjoyed recurring support since shortly after World War I, when the United States, Britain, and Japan sought naval arms control as a means to insure stability in the Far East, contain naval expenditure, and prevent another world cataclysm. Richard Fanning examines the efforts of American, British, and Japanese leaders -- political, military, and social -- to reach agreement on naval limitation between 1922 and the mid-1930s, with focus on the years 1927-30, when political leaders, statesmen, naval officers, and various civilian pressure groups were especially active in considering naval limits. The civilian and even some military actors believed the Great War had been an aberration and that international stability would reign in the near future. But the coming of the Great Depression brought a dramatic drop in concern for disarmament. This study, based on a wide variety of unpublished sources, compares the cultural underpinnings of the disarmament movement in the three countries, especially the effects of public opinion, through examination of the many peace groups that played an important role in the disarmament process. The decision to strive for arms control, he finds, usually resulted from peace group pressure and political expediency. For anyone interested in naval history, this book illuminates the beginnings of the arms limitation effort and the growth of the peace movement.

Gray offers a provocative history of twentieth-century attempts at arms limitation, as he challenges the fundamental assumptions of arms control theory. Arms control has never worked, he concludes, because it never can. Existing approaches to arms control appeal to common sense, but they are logically unsound and inherently impractical, Gray argues, because they fail to take political realities into account. He outlines their inadequacies in what he calls the Arms Control Paradox: the more motivated nations are to fight one another, the less interested they will be in supporting significant arms limitations. Under these conditions, arms control agreements must be, to echo a phrase of George Will's, either impossible or unimportant. Naval arms control agreements made during the period between World War I and World War II may have indirectly led to the United States being outflanked in naval power by what would become its adversaries (Germany and Japan). These bloody lessons have not easily been forgotten. Yet since the mid-1980s, the Soviet Union has intensified political pressure to incorporate naval arms limitations into overall arms control negotiations. This study explores the ongoing negotiations and the implications of future agreements given the unstable international security environment and the establishment of the Commonwealth of Independent States (CIS). In its final analysis, this paper concludes that major concludes that major concessions in naval arms control during this period of uncertainty, is not in the best interest of U.S. national interest.

Book excerpt: The United States and the Soviet Union have been negotiating nuclear arms control agreements for over twenty years, yet radical differences remain in the two sides' concept of, and approaches to, strategic stability and arms control. This book compares and contrasts those approaches, using START (Strategic Arms Reduction Treaty) as a case study. Throughout two decades of negotiation, U.S. policy has been directed toward dialogue that would encourage convergence of American and Soviet thought on nuclear deterrence. In Kartchner's view, that hope is belied not only by continuing asymmetries in the development and deployment of their strategic nuclear arsenals, but by differing U.S. and Soviet negotiating positions. The Reagan administration viewed START as a means of repudiating SALT II, restoring a measure of balance in the U.S.-Soviet strategic competition, and as a way of closing the so-called window of vulnerability. In contrast, Kartchner analyzes the Soviets' differing views of nuclear balance, emphasizing their satisfaction with SALT II and a strategic equilibrium shaped by a decade of bilateral arms control. Kartchner offers a detailed exposition of the major negotiating issues in START, contrasting concerns of U.S. and Soviet negotiators. Not surprisingly, each side's agenda was dominated by weapon systems that figure prominently in the other's development program. The author concludes by summarizing and comparing American and Soviet quests for stability and drawing up an assessment of U.S. efforts in both SALT and START to use arms control negotiations as a kind of classroom for instructing Soviet officials in American notions of "stabilizing" versus "destabilizing" weapon technology and America's own ethnocentric view of stability. START will profoundly affect the acquisition, operation, maintenance, and cost of U.S. strategic nuclear forces well into the next century. The history and analysis presented here will provide an essential source to policymakers and students of military-political relations for much-needed further study of this treaty's implications.

The U.S. firmly supports arms control measures in all areas except those related to the high seas. In this area alone, the government, and particularly the United States Navy, has been unwilling to even address the issue. This position is becoming so controversial that even members of the sister services of the United States armed forces find themselves wondering why the Navy continually escapes the arms control hatchet when the other services are not so fortunate. This study begins by examining several arguments in support of naval arms control, followed by the counter arguments. A conclusion is then reached as to whether this issue is truly in the best interest of the United States. The second half of the study closely examines several different individual naval arms control proposals and concludes with some new ideas on the subject. These ideas not only represent a new proposal, but more importantly, are designed to demonstrate the level of strategic vision that the Navy must begin dedicating to this subject in order to avoid becoming a big looser in the long run.
