Book excerpt: This book presents the outcome of an interdisciplinary and international workshop supported by the Volkswagen Stiftung (funding line ‘Knowledge for Tomorrow’) on the topic of ‘Natural Resources, Socio-Ecological Sensitivity and Climate Change in the Volta-Oti Basin, West Africa’. The conference was jointly organised by Goethe-University Frankfurt (Germany) and the University of Kara (Togo) held from March 6 to 8, 2019 in northern Togo. It aimed to strengthen capacities of junior scientists from the sub-region, exchange and mobilise theoretical and methodological background from various scientific fields (Botany, Construction, Geology, Geography, Infrastructure, Politics, Remote Sensing, Sociology and Urban Planning). One goal was to deliver reliable elements for ongoing and profound environmental analyses that lie outside the common questions of the academic and civil society stakeholders. Ecosystem fragmentation and deforestation in West Africa are mainly triggered by humans such as agriculture and small-scale forest disturbances for charcoal and firewood production. Increasing population pressure, declining of carrying capacity and demand for agricultural land caused the reduction of land conservation capacities, even in protected areas. The complexity of interactions between environmental and socio-ecological systems and subsequent effects (sensitivity) has raised ongoing international awareness in light of ongoing climate change. By the example of natural resources, land use and stakeholders’ perceptions within the Volta-Oti Basin the book’s proceedings present, discuss and distribute new findings that will sustainably stimulate the international debate. The workshop also intended to overcome national borders and language barriers between the Anglophone (Ghana) and the Francophone (Benin, Burkina Faso, Ivory Coast, Togo) research communities, and supported better West African cooperation and networking. The young as well as the established partners formed new collaborations, and the event at the University of Kara (Togo) was a truly unique opportunity for all involved, not only to discuss science, but also to assess applied and best future management practices for the Oti-Volta Basin in West Africa.

It highlights fundamental ambiguities in the ways the dominant discourses and policy responses have been framed and mobilised, and examines epistemic and ideational incongruences that have hobbled and sometimes negated the effectiveness of otherwise well-intentioned interventions. On climate change, the book revisits debates around the vulnerability-assets nexus with regard to mitigation and adaptation, as well as the intersection of climate information and livelihoods in agro-based settings. The contradictions, gaps and limitations of climate change policies and strategies in different regions are re-examined based on new data. In the last few years, the Environment and Natural Resources Working Group of the South African Sociological Association (SASA) has intensified efforts to go beyond the annual SASA Congresses and the production of journal articles, in making the research agendas of its members more visible to the global scholarly and policy community. This book is one result of such efforts. It calls for a constant questioning of orthodoxies and the promotion of ethnographically sensitive and epistemologically nuanced scholarly and policy approaches to developmental challenges in Africa, especially in relation to environmental resources and environmental change.

The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. Focusing on adaptation to climate change/variability is critical because the developmental challenges West Africa faces are increasingly intertwined with its climate history. Today, climate change is a major developmental issue for agrarian rural communities with high percentages of the population earning a living directly or indirectly from the natural environment. This makes them highly vulnerable to climate-driven ecological change, in addition to threats in the broader political economic context. It is imperative that rural people adapt to climate change, but their ability to successfully do so may be limited by competing risks and vulnerabilities. As such, elucidating those vulnerabilities and sources of strength with regard to the adaptive capacities needed to support successful adaptation and avoid maladaptation is critical for future policy formulation. Though the empirical discussion is geographically based on West Africa, its applicability in terms of the processes, structures, needs, strategies, and recommendations for policy transcends the region and provides useful lessons for understanding adaptation broadly in the developing world.
