Although most Rio Chama recreation is focused on the El Vado to Big Eddy stretch, thedecision was easily made to include the entire boatable section, from the highlands in Colorado to the confluence with the Rio Grande, as each section of the river displays its own visual spectacles and assortment of adventures. Plus, the geology is magnificent and diverse along the entire length of the river.

Book excerpt: Just over two decades ago, research findings that environmentally hazardous facilities were more likely to be sited near poor and minority communities gave rise to the environmental justice movement. Yet inequitable distribution of the burdens of industrial facilities and pollution is only half of the problem; poor and minority communities are often denied the benefits of natural resources and can suffer disproportionate harm from decisions about their management and use. Justice and Natural Resources is the first book devoted to exploring the concept of environmental justice in the realm of natural resources. Contributors consider how decisions about the management and use of natural resources can exacerbate social injustice and the problems of disadvantaged communities. Looking at issues that are predominantly rural and western -- many of them involving Indian reservations, public lands, and resource development activities -- it offers a new and more expansive view of environmental justice. The book begins by delineating the key conceptual dimensions of environmental justice in the natural resource arena. Following the conceptual chapters are contributions that examine the application of environmental justice in natural resource decision-making. It focuses on our current understanding of the natural world, capabilities in numerical modeling, existing and evolving regulatory frameworks, and specific issues such as water quality, endangered species and the evolution of new water management institutions. Similar to its neighboring states, New Mexico regularly experiences cycles of drought. It is also experiencing rapid economic growth while at the same time is experiencing a fundamental climate shift. These factors place severe demands on its scarce water resources. In addition to historical uses by the native inhabitants of the region and the agricultural sector, new competitive uses have emerged which will require reallocation. This effort is complicated by unadjudicated water rights, the need to balance the ever-increasing needs of growing urban and rural populations, and the requirements of the ecosystem and traditional users. It is clear that New Mexico, as with other semi-arid states and regions, must find efficient ways to reallocate water among various beneficial uses. This book discusses how a proper coordination of scientific understanding, modeling advancements, and new and emerging institutional structures can help in achieving improved strategies for water policy and management. To do so, it calls upon the expertise of academics from multiple disciplines, as well as officials from federal and state agencies, to describe in understandable terms the issues currently being faced and how they can be addressed via an iterative strategy of adaptive management.

The Information Age has ushered in a number of new mineral uses in a number of products including cell phones (e.g., tantalum) and liquid crystal displays (e.g., indium). For some minerals, such as the platinum group metals used to make cataytic converters in cars, there is no substitute. If the supply of any given mineral were to become restricted, consumers and sectors of the U.S. economy could be significantly affected. Risks to minerals supplies can include a sudden increase in demand or the possibility that natural ores can be exhausted or become too difficult to extract. Minerals are more vulnerable to supply restrictions if they come from a limited number of mines, mining companies, or nations. Baseline information on minerals is currently collected at the federal level, but no established methodology has existed to identify potentially critical minerals. This book develops such a methodology and suggests an enhanced federal initiative to collect and analyze the additional data needed to support this type of tool.
