Book excerpt: As part of the U.S. Geological Survey (USGS) and Department of Defense Task Force for Business and Stability Operations (TFBSO) natural resources revitalization activities in Afghanistan (Peters and others, 2011), three new datasets have been collected, compiled, and analyzed. These data have been used to more fully evaluate the areas of interest (AOIs; fig. 1 ) where, on the basis of previous U.S.S.R. and Afghanistan studies, the opportunity for early economic development of a number of different mineral, commodity, and deposit types had been identified (Peters and others, 2007; Peters and others, 2011). The new data compilations include (1) regional magnetic and gravity data for use in the characterization of subsurface composition and structure (Sweeney and others, 2006a, b; Ashan and others, 2007; Sweeney and others, 2007; Ashan and others, 2008; Shenwary and others, 2011), (2) Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) data to identify and evaluate surficial alteration patterns related to industrial minerals and other selected targets, and (3) HyMap imaging spectrometer data for characterization and mapping of surficial mineralogy (Cocks and others, 1998; Kokaly and others, 2008; Peters and others, 2011). In addition to significant oil and gas reserves in the north (not discussed in this report) and a few mega-resources (Aynak copper and Hajigak iron, also not covered), there are numerous medium-sized and smaller deposits of minerals such as precious gemstones (notably emeralds and rubies), gold, silver, coal, chromite, marble, granite, talc, and nephrite. Afghanistan is uniquely endowed with reserves of lapis lazuli, a semiprecious colored stone considered the country's signature mineral. Artisanal exploitation of small, scattered mineral resources typically has occurred on an informal basis. Artisanal extraction is not a focus of this report. Though the mega-resources remain untapped, mineral extraction from medium-sized and smaller mines has burgeoned in recent years and is occurring at what can appropriately be called an industrial scale. Unfortunately, it is generating only negligible taxes and royalties for the Afghan government, largely negating any benefits for national development. Moreover, such resource exploitation benefits and strengthens the power of warlords, corrupts the government and undermines governance, partly funds the Taliban and reportedly ISIS as well, and fuels both local conflicts and the wider insurgency.

Backed by the Chinese government, Chinese companies have been acquiring equity stakes in natural resource companies, extending loans to mining and petroleum investors, and writing long-term procurement contracts for oil and minerals. These activities have aroused concern that China might be "locking up" natural resource supplies, gaining "preferential access" to available output, and extending "control" over the world's extractive industries. On the demand side, Chinese appetite for vast amounts of energy and minerals puts tremendous strain on the international supply system. On the supply side, Chinese efforts to procure raw materials can either exacerbate or help solve the problems of high demand. Evidence from the 16 largest Chinese natural resource procurement arrangements shows that Chinese efforts—like Japanese deployments of capital and purchase agreements in the late 1970s through the 1980s—fall predominantly into categories that help expand, diversify, and make more competitive the global supplier system. Investigation of smaller projects indicates the 16 largest do not suffer from selection bias. However, Chinese attempts to exercise control over mining of rare earth elements may constitute a significant exception. The investigative focus of this analysis is deliberately narrow and precise, assessing the impact of Chinese resource procurement on the structure of the global supply base. The broader policy discussion in the concluding chapter raises other separate important issues, including the impact of Chinese resource procurement on rogue states, on authoritarian leadership, on civil wars, on corrupt payments and the deterioration of governance standards, and on environmental damage. Such effects may make patterns of Chinese resource procurement objectionable, on grounds quite apart from the debate about possible "control" of access on the part of China and Chinese companies.

As citizens of one of the poorest nations in the world with an increasing poverty level that reached 55 percent in 2016-2017, 80 percent of Afghans depend on natural resources for their daily subsistence. Fodder for livestock, fuel wood for heating and cooking, water for agriculture and consumption, medicinal plants and wildlife provide scarce means for survival and limited trade. The government of Afghanistan is giving agriculture and natural resource management utmost priority for development. Current policies link natural resources management to private sector development, justice sector reform (land administration), agriculture development, mineral and resource development, and human capital development programs. This World Bank paper that highlights the importance of the rangelands and forest resources for the country's sustainable development. The paper explains the status and role of rangelands and forest resources for the country's mostly rural population. It describes the importance of the sector for boosting agricultural productivity, addressing climate change and weather- related natural disasters, and contributing to rural jobs creation. It further offers some recommendations on how to revitalize the natural resources management sector that is critically important in the context of rural development and Afghanistan's economy, and is yet often overlooked and broadly neglected.
